Anoka County <br />MINNESOTA <br />Respectful, Innovative, Fiscally Responsible <br />Anoka County 2019 <br />Multi -Jurisdictional <br />All Hazards Mitigation Plan <br />5.1.3.3 Fiscal Capability <br />The ability of a local government to take action is closely associated with the amount of money <br />available to implement policies and projects. This may take the form of outside grants or local - <br />based revenue and financing. The costs associated with mitigation policy and project <br />implementation vary widely. In some cases, policies are tied primarily to staff or administrative <br />costs. In other cases, direct expenses are linked to an actual project such as the acquisition of <br />flood prone homes, which can require a substantial commitment from local, state, and federal <br />funding sources. The Capability Assessment Survey was used to capture information on each <br />jurisdiction's fiscal capability through the identification of locally available financial resources. <br />The survey identifies whether the jurisdiction does or does not have the capability and scores <br />overall fiscal capability. <br />Fiscal Capability in <br />Place <br />Yes=1 <br />No=0 <br />7-9=High <br />5-6=Medium <br />0-4=Low <br />Jurisdiction <br />Community <br />Grants <br />Public Debt <br />Procurement <br />Private Debt <br />Procurement <br />Impact <br />Fees <br />Jurisdiction <br />Bonds <br />Project <br />Funding <br />Special <br />Taxes <br />Hazard Spending <br />Restrictions <br />= N <br />—a <br />D ii <br />Score <br />CAPABILITY <br />Anoka County <br />1 <br />1 <br />1 <br />0 <br />1 <br />1 <br />1 <br />1 <br />0 <br />7 <br />H <br />Andover <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />8 <br />H <br />Anoka <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />8 <br />H <br />Bethel <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />0 <br />1 <br />7 <br />M <br />Blaine <br />1 <br />1 <br />0 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />7 <br />H <br />Centerville <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />9 <br />H <br />Circle Pines <br />1 <br />1 <br />0 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />7 <br />H <br />Columbia Heights <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />9 <br />H <br />City of Columbus <br />1 <br />1 <br />0 <br />1 <br />1 <br />1 <br />0 <br />1 <br />1 <br />7 <br />M <br />Coon Rapids <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />1 <br />8 <br />H <br />East Bethel <br />1 <br />1 <br />0 <br />0 <br />1 <br />1 <br />0 <br />0 <br />1 <br />5 <br />M <br />Fridley <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />1 <br />8 <br />H <br />Ham Lake <br />1 <br />1 <br />0 <br />1 <br />1 <br />1 <br />1 <br />0 <br />0 <br />6 <br />M <br />Hilltop <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />8 <br />H <br />Lexington <br />1 <br />1 <br />0 <br />0 <br />1 <br />1 <br />1 <br />0 <br />1 <br />6 <br />M <br />Lino Lakes <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />9 <br />H <br />Linwood Twp. <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />0 <br />7 <br />H <br />Nowthen <br />1 <br />1 <br />0 <br />1 <br />1 <br />1 <br />0 <br />1 <br />0 <br />6 <br />M <br />Oak Grove <br />1 <br />1 <br />0 <br />0 <br />1 <br />1 <br />0 <br />0 <br />1 <br />5 <br />M <br />Ramsey <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />8 <br />H <br />St. Francis <br />1 <br />1 <br />0 <br />0 <br />1 <br />1 <br />0 <br />1 <br />1 <br />6 <br />H <br />Spring Lake Park <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />0 <br />1 <br />8 <br />H <br />163 <br />
