Councilmember Hendriksen inquired as to how long a moratorium can be in place.

Community Development Director Frolik replied that the City can place a moratorium on a
property for a total of 30 months.

Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend that the City
Council place a moratorium along the north side of Highway #10 between Highway #10 and the
railroad tracks within the City limits.

Further discussion: Councitmember Hendriksen stated that he did not know if it was something
they wanted to do or not at this time, but he would vote in favor of the motion because it was
only a recommendation.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, and
Hendriksen. Voting No: Councilmember Kurak.

Councilmember Kurak stated that she did not feel comfortable with the timing of the
moratorium.

COMMITTEE INPUT

1) Update on Sunwood Drive NW

Principal City Engineer Olson stated that the extension of Sunwood Drive is substantially
complete and LeTour has done a very nice job on the project. The contractor has asked for the
change order for the contract time because of the delay requested by the City, which staff thinks
is reasonable. One other issue that has to be addressed has to do with the box culverts. H e
explained that the box culverts along Sunwood Drive have a railing along the roadside and staff
has asked the contractor to provide the City a cost to extend the railing down the wing walls until
they get to a point that is less than three feet. LeTour has given staff a price of $5,760 for the
railing and additional time. Staff recommended approval of the change order.

Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to recommend that the
Council approve the change order.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak,
and Zimmerman. Voting No: None.

Councilmember Kurak requested that staff look at the positioning of the light at the intersection
of Sunwood Drive and Sunfish Lake Boulevard. She explained that the intersection is so dark
that you can't even see the intersection.

Principal City Engineer Olson replied that staff has been receiving similar complaints at other
major intersections. He noted that he would ad the issue to the next Public Works agenda.

Public Works Committee/October 15, 2002
