Principal City Engineer Olson replied that when he asked what the possibilities were to decrease <br />the speed limit along T.H. #47 the highway department responded that based on the results that <br />would not be likely. <br /> <br />Case #4: Design of"Future Thru Street Signs" <br /> <br />Street Maintenance Supervisor Riemer stated that at the October 8, 2002 City Council meeting, <br />staff was directed to bring a case to the October Public Works Committee to discuss the design <br />of the City's "Future Tttru Street" signs. Staff presented the City's current sign as well as asign <br />used by the City of Andover. : <br /> <br />Councilmember Zimmerman inquired ifAndover placed their signs on all stubbed streets. <br /> <br />Street Maintenance Supervisor Riemer replied that the City of Andover places the signs in all <br />new developments. <br /> <br />Consensus of the Committee was to continue using the existing sign. <br /> <br />Case #5: Moratorium Along Highway #10 <br /> <br />Councilmember Zimmerman stated that the Town Center Task Force recommended that the land <br />north of Highway #10 and south of the railroad tracks be placed under a moratorium. <br /> <br />Councilmember Anderson noted that the issue was also discussed at the EDA meeting and the <br />EDA made a motions supporting the Town Center Task Force recommendation. <br /> <br />Mayor Gamec inquired if they place the moratorium on the property can the Council remove a <br />section from the moratorium if they so choose. <br /> <br />City Administrator Norman explained that if the recommendation moves forward they will <br />include exemption language as they have done in the past. He noted that the City has been <br />contacted by a realtor who is attempting to sell land in the vicinity, as well as from the owner of <br />Plants and Things objecting to the moratorium. He explained that the City is still months if not a <br />year away from having the official mapping brought before the Council for the realignment of <br />Highway #10. Len Levine, the consultant hired by the City, is working on putting together a <br />report for the Council on the official mapping process. The environmental review process has to <br />be completed prior to the official mapping taking place. <br /> <br />Councilmember Zimmerman inquired if the environmental process had been started. <br /> <br />Principal City Engineer Olson replied no. The process depends on whether or not MnDOT has <br />the funds available to start the process. <br /> <br />Councilmember Zimmerman inquired if there was any benefit to the City to have Len Levine <br />look at the issue and report back to the Council. <br /> <br />Public Works Committee/October 15, 2002 <br /> Page 8 of 11 <br /> <br /> <br />
