City Staff submitted the draft 2040 Comprehensive Plan to the Metropolitan Council for their <br />review. The Metropolitan Council has issued a comment letter to the City dated September 26, 2019 outlining a <br />variety of comments for the various plan chapters. Some comments included required revisions as well as advisory <br />comments. <br />Observations/Alternatives: <br />Staff has included the original case from June 1 lth that includes a complete summary of background and history <br />related to the City's 2040 Comprehensive Plan update for reference. Staff has updated the Comprehensive Plan in a <br />"track changes" format for ease of reference in what has been revised since it was last reviewed by the City Council. <br />Alternatives: <br />Alternative 1: Direct staff to submit the updated 2040 Comprehensive Plan as presented. Staff has updated the plan <br />based on comments provided by the Metropolitan Council as is required. Staff supports this alternative. <br />Alternative 2: Direct staff to include additional comments for specific revisions as provided by the City Council and <br />then submit the updated 2040 Comprehensive Plan to the Metropolitan Council following. Staff supports this <br />alternative. <br />Alternative 3: Do not direct staff to submit the updated 2040 Comprehensive Plan to the Metropolitan Council. The <br />Comprehensive Plan update is a requirement of the City and as such Staff does not support this alternative. <br />Funding Source: <br />Staff is completing the 2040 Comprehensive Plan as part of their general duties as well as through consultant <br />assistance. The City received a grant from the Metropolitan Council to help fund the cost of the 2040 <br />Comprehensive Plan. <br />Recommendation: <br />Staff recommends that the City Council direct Staff to submit the updated 2040 Comprehensive Plan to the <br />Metropolitan Council for their review. <br />Action: <br />
