Councilmember Riley <br />Councilmember Kuzma <br />Councilmember Musgrove <br />Councilmember Menth <br />Councilmember Heinrich <br />Councilmember Specht <br />Mayor LeTourneau <br />Motion failed. <br />aye <br />nay <br />aye <br />nay <br />aye <br />nay <br />nay <br />7.02: Adopt Resolution #19-251 Establishing Notice of Intent to Terminate the Current <br />Joint Powers Fire Protection Agreement Between the City of Ramsey and the City of <br />Nowthen, and to Authorize the City Administrator, in Conjunction with Ramey <br />Members of the Joint Powers Board, to Enter into Negotiations to Develop a New <br />Agreement for Shared Fire Services <br />City Administrator Ulrich reviewed the staff report and recommendation to adopt Resolution #19- <br />251 establishing Notice of Intent to terminate the current Joint Powers Fire Protection Agreement <br />between the City of Ramsey and the City of Nowthen, and to authorize the City Administrator, in <br />conjunction with Ramsey Members of the Joint Powers Board, to enter into negotiations to develop <br />a new agreement for shared fire services. <br />Councilmember Heinrich asked for additional information on the deficit that the City of Ramsey <br />has been operating with under the current JPA. <br />City Administrator Ulrich provided additional information on the current JPA charges, noting that <br />between administrative and truck charges Ramsey actually pays Nowthen more for truck fees than <br />Nowthen pays for administrative fees. He stated that part of the exercise was for Ramsey to <br />determine the amount that should be charged by Ramsey and that was determined to be $163,000. <br />He noted that was presented to Nowthen at the last Fire Board meeting and was declined by <br />Nowthen. He stated that Ramsey is not getting paid for the value of the contract and that can be <br />said in certainty. <br />Councilmember Riley asked if that City would need to establish a notice of intent to terminate the <br />current JPA in order to renegotiate. <br />City Administrator Ulrich explained that the current contract is not serving the interest of Ramsey <br />and has a two-year termination period, therefore that should begin. He stated that if the service <br />can be renegotiated, staff would prefer to begin fresh rather than work within the confines of this <br />JPA. <br />Motion by Councilmember Heinrich, seconded by Councilmember Specht, to Adopt Resolution <br />#19-251 Establishing Notice of Intent to Terminate the Current Joint Powers Fire Protection <br />Agreement Between the City of Ramsey and the City of Nowthen, and to Authorize the City <br />City Council / December 10, 2019 <br />Page 9 of 17 <br />
