CC Work Session 2. 2. <br />Meeting Date: 02/11/2020 <br />Information <br />Title: <br />Discuss Policy Direction on Pearson South/Riverstone South Subdivision; Case of Capstone Homes <br />Purpose/Background: <br />Staff has been approached by Capstone Homes regarding a potential residential subdivision on the south side of <br />Highway 10 on property owned by Pearson Properties of Ramsey, LLC. Generally speaking, this project would be <br />a repeat of the Riverstone Neighborhood currently under construction on the north side of Highway 10/169 north of <br />this project site. <br />Staff suggests limiting conversation to the following high-level policy questions. The City is simply reacting to a <br />development proposal at this time. Nothing in this case should be construed as the City is considering any <br />particular project. No formal recommendations have been offered regarding this project at this time. This case is to <br />help Staff prepare a work plan to review moving forward. <br />• Is the land use plan appropriate for the surrounding area? <br />• Is a secondary public road connection to Bowers Drive near the south end of the site appropriate? <br />• Is a City Contribution to the Riverdale Drive extension appropriate? <br />Riverdale Drive Talking Points <br />The Riverdale Drive Extension is part of long-range Highway 10/169 Planning. The City has already determined <br />that this collector road connection is warranted and necessary. Pertaining to specifically frontage on the Pearson <br />Property, Staff would like to discuss a three-way cost split for this extension as this road would serve multiple <br />future developments, existing residential neighborhoods and existing business districts as well as providing <br />important safety and congestion improvements for Highway 10/169. Additionally, Staff plans applying for MnDOT <br />Grant Funds to aid in this connection (up to $710,000 grant). The total Riverdale Drive Extension is estimated at $2 <br />Million. The Pearson Property segment is just over half of this frontage. The remaining frontage is owned by <br />Anoka County (former River Crossing Corridor, current location of Connexus Energy Solar Farm). <br />Timeframe: <br />30 minutes <br />Funding Source: <br />This case is being handled as part of normal Staff duties as part of Pre -Application review. <br />Responsible Party(ies): <br />Deputy City Administrator <br />Outcome: <br />Staff is seeking broad policy direction on the following. <br />1. Land Use Plan/Concept Layout <br />2. Bowers Drive Connection <br />3. Riverdale Drive Cost Share <br />
