<br /> <br />Appendix D <br />The WSB pavement forensics report is included in of this report. <br /> <br />The street segments were all constructed in 1994 through 1995, and in their 25 to 26-year lifespan <br />have received 3 sealcoats and no overlays. Most of the streets within this neighborhood would still <br />be a candidate for an overlay, in conjunction with full-depth patching, but not all. Staff does not <br />recommend selectively completing overlay improvements on street segments within the same <br />neighborhood, and does not support completing an overlay improvement on the Sunfish Square <br />nd <br />and Sunfish Square 2 neighborhoods at this time. With the limited financial resources of the City, <br />Staff recommends maintaining the existing streets until such time as they have degraded to a level <br />requiring reconstruction. <br /> <br />3.1.c Windemere Woods, Windemere Woods 2 nd neighborhood <br />The existing right-of-ways along the street segments proposed in the 10-year CIP to receive <br />overlays as part of this project generally are 60-feet in width. The paved street width is 31-feet as <br />measured from the back-of-curb. All streets in this project were constructed with bituminous <br />pavement and concrete curbing, and many of the street segments contain storm sewer. <br /> <br />The street segments proposed to receive overlays in 2020 in the Windemere Woods and <br />nd <br />Windemere Woods 2 subdivisions had 2017 PASER ratings of 8, 2018 PASER ratings varied <br />from 5 to 8, and 2019 ratings varied from 3 to 7. When visually inspecting the street segments in <br />December, Staff felt there were large areas which would require full-depth patching, particularly <br />Magnesium Street, which would require several hundred feet of full-depth patching and full curb <br />and gutter replacement. <br /> <br />WSB was employed to complete a pavement forensics, which included 4 pavement corings spread <br />out among the street segments. Of the 4 corings, 2 were in good condition, 1 was in poor condition <br />showing deterioration, and 1 was in very poor condition being severely deteriorated. The <br />bituminous depth ranged from 2 to 3.25-inches thick, with 4 to 4.5-inches of aggregate below.
