Bituminous Pavement Stripping Research Findings <br /> City of Ramsey <br />February 13, 2020 <br />Findings and Practices of other Cities <br />Andover <br /> <br />Moving away from sealcoating streets. <br /> <br />o <br />Collects funds for first crackseal of new streets from developers . <br /> <br />o <br />Anoka <br /> <br />Sealcoating AND fog sealing all streets. <br /> <br />o <br />Cracksealing streets one year before sealcoating/fog sealing. <br /> <br />o <br />Brooklyn Park <br /> <br />Streets constructed before 1990’s did not experience pavement stripping. <br /> <br />o <br />Mill and overlay improvements completed in mid-1990’s to early-2000’s. Pavement <br /> <br />o <br />stripping was observed after. <br />Stripping often starts at intersections, but once it starts it will continue to progress. <br /> <br />o <br />Don’t do spot repairs. Mill and overlay entire streets to repair. <br /> <br />o <br />Quit sealcoating streets 2 years ago. <br /> <br />o <br />Do not rejuvenate streets. <br /> <br />o <br />Coon Rapids <br /> <br />Administers Northwest Metro Pavement Management Group (JPA). <br /> <br />o <br />Planning to try faster curing fog seal emulsion offered by FHR this year (CQS-1hd50). <br /> <br />o <br />Crack filling only applied to collector streets (no sealcoats). <br /> <br />o <br />Sealcoating only applied to local streets. <br /> <br />o <br />Fog sealing only applied to cul-de-sacs. <br /> <br />o <br />Saint Michael <br /> <br />Stripping issues experienced since mid-2010’s. <br /> <br />o <br />Stopped sealcoating streets 4 years ago. <br /> <br />o <br />Applying Reclamite to streets with wear course (new and overlays) < 2 years old. <br /> <br />o <br />Woodbury <br /> <br />Stripping issues first experienced in late 2000’s. <br /> <br />o <br />Stopped sealcoating streets around 2009. <br /> <br />o <br />Replaced around 85 miles of residential street pavement since 2014. <br /> <br />o <br />Adopted new mix design per MnDOT Tech Memo 17-sa-01. <br /> <br />o <br />Applying Reclamite to all new pavement within 1 year . <br /> <br />o <br /> <br />General Comments and Observations <br />Stripping issues are observed more often after the second sealcoat. <br /> <br />Once stripping is observed it continues to expand. <br /> <br />Freeze thaw cycles accelerate stripping. <br /> <br />Based on weather trends, northern climates should expect to experience increased; <br /> <br />Rain events each winter, resulting in greater saturation of pavements <br /> <br />o <br />Freeze-thaw events each winter <br /> <br />o <br />Mill and infill is effective to repair stripping damage if done before stripping progresses into <br /> <br />pavement base course. <br />Pavement rejuvenators (Reclamite, Replay, etc.); <br /> <br />Penetrate into pavements roughly 3/8-inch <br /> <br />o <br />Replace maltenes in oxidized pavements <br /> <br />o <br />Effectively seal pavement surfaces <br /> <br />o <br />Numerous U.S. cities have used for decades, including Chicago <br /> <br />o <br /> <br />Page 1 of 3 <br /> <br /> <br />
