Rural Reserve so development of Sweet Bay Ridge requires an amendment to change the cun'ent
designation from Rural Reserve to Low Density Residential.

I IRA l~xccutivc Director Frolik explained that Oakwood Land Development is requesting a
review o/' the sketch plan for Sweet Bay Ridge to develop 165 urban service single-family
residential lots on the site of the property generally known as the St. Anthony Gun Club. There
arc substantial wetlands on the proposed plat that will need to be delineated and encumbered
with drainage aud utility easements on the preliminary and final plats. The grading and drainage
plan will have to be reviewed and approved by the Lower Rum River Water Management
Organization (I,RRWMO). Because the proposed development will disturb more than 80 acres
o l' naturally vegetated and forested land, an environmental review is required. An EAW will be
required as part of the preliminary plat submittal. She advised that the property has been
documented to contain contamination from lead shot and that contamination needs to be removed

I IP, A I.;xccutive l)irector Frolik noted the Code requires density transitioning between the project
area and adjacent rural sized lots. A Tree Preservation Plan will be required at the time of
preliminary plat review. In addition, a traffic generation analysis will be required at the time of
preliminary plat review.

I IRA l.;xccutive I)irector Frolik noted the sketch plan proposes three public accesses to Variolite
Street and Traprock Street is also proposed to be extended north into the plat from Traprock
Commons to thc south. At the time Traprock Commons was platted, Traprock Street was
terminated in a temporary cul-de-sac with the intention of eventually extending Traprock to serve
the property to the north.

I IRA l~xccutive Director Frolik stated the sketch plan was reviewed by the Park Commission
and, att a minimmn, trail development will be required parallel to Variolite from Alpine Drive to
thc northernmost boundary of the plat. Another trail segment will be required in an east/west
direction through the plat to connect the trail system between Elmcrest Park and Central Park.

[IP, A l~,xccutivc Director Frolik stated the Planning Commission reviewed Sweet Bay Ridge and
tabled action to allow more time for the City to work on the Comprehensive Plan. The Council
and Planning Commission held two joint work sessions to discuss the Comprehensive Plan
amendment. Oakwood Land Development has exercised their right to apply for a
(iomprehensive Plan amendment to consider the land use designation necessary for them to go
tbrward with thc development of Sweet Bay Ridge. The Planning Commission conducted a
public hearing on March 3, 2005 regarding the request for the Comprehensive Plan amendment
tbr Sweet Bay Ridge and heard concerns of residents. Those concerns related to traffic impacts,
opening Traprock as a through street, density transitioning, the outstanding environmental
studies, and site contmnination from lead shot. On a 4-2-1 vote, the Planning Commission
recommended denial of the request for Comprehensive Plan amendment.

I IRA f~;xccutive Director Frolik stated Staff is recommending approval of the applicant's request
lbr Comprehensive Plan amendment for the following reasons: 1) all three development
scenarios reviewed by the Council and Planning Commission show the subject property being

City Council / March 22, 2005
