I IP, A I';xecutive Director Frolik noted that a traffic generation analysis will be done as part of the l';nvironmental Assessment and suggested this consideration be delayed until that information is awtilablc. Commilme~nber Jeffi'ey stated that would address his concern. Councilmembcr Strommen stated there is another option, noting the City is in the process of draliing a Wetland Buffer Ordinance and it appears there are some areas along the wetland where a wetland buffer could be captured. Mt'. l'eterson asked Derrick Passe to come forward to address that issue. Mr. l)crrick Passe, Passe Engineering, stated he has reviewed the draft Wetland Buffer Ordinance and did look at thc potential classifications of the wetlands. He stated that regulation is mci on all but one or two lots and they will endeavor to meet it on those lots as well. Cotmcihnelnber Cook stated they are also working on a greenway map and it will probably be adopted by the time thc final plat is considered. He asked the applicant to also address that consideration. Mr. i'eterson stated they are aware of that consideration and talked with City staff to get more ideas, tlc stated they can find a way to allow animals to traverse the corridor and wild areas. Mr. Bud Augst noted that sewer and water is being extended to this area so it is not an issue of the fire truck having to go to the hydrant for water. He noted there are three entrances into that area and asked it" it is more safe to have a fourth entrance or having all that traffic come through this area. Mayor Gamcc stated that issue will be addressed when the traffic study is done. A public hearing will also be held at the preliminary plat stage. He explained the developer will now create a preliminary plat and meet the requirements. When the preliminary plat is considered, there may be changes made including alignment. Councihncmber l';lvig stated he does not see a logical reason to connect Traprock but is willing to wait until thc study is completed. He stated it is his understanding that trails will be required fi'om this area to Alpine to connect with Central Park. He asked if a connection from Elmcrest Park will also be required. Assistant Public Works Director Olson explained that as part of the sewer extension, access lhrough the wetland would be needed. He stated it has long been a vision of the City to have a connection fi'om Central Park to Elmcrest Park. Councihncmber Elvig stated this property is in the center, abuts the most significant band of greenways, and a very important point of connection. City Council / March 22, 2005 Page 22 of 38
