Councihncmbcr Strommen suggested a policy change to state that excess revenues for 2005 go <br />towards lhc municipal facility for one year. <br /> <br />(',ouncihncmber Cook expressed concern with funding being withheld from the Park and <br />Recreation Department. He stated he would be more in favor of changing the policy for the <br />landfill fund, with an amortization that would require tax revenue to repay the fund. He stressed <br />thc nccd tbr roadwork and park funds to be included in the general fund. <br /> <br />(',ouncilmcmber Elvig commented a sewer and water fund should also be looked into. He stated <br />thc bottom linc is if good planning is done there are about four funds that could be looked at to <br />l'tmnel funds into the improvements. <br /> <br />Councihncmber Jeffrey stressed the need to look at all of the scenarios so services to the <br />residents tire not shorted, lte requested a Council review of how scenarios impact current <br />services and how they might impact services over the years. <br /> <br />I) Comprehensive Plan Process/Planning Commission Communication <br /> <br />Community l)evelopment Director Trudgeon distributed a revised draft letter for the <br />Comprehensive Plan Process/Planning Commission communication, based on Council <br />discussion, tlc explained staff would recommend comprehensive plan amendments be done in <br />conjunction wilh a preliminary plat. Absent. an EAW or additional required study the <br />requirements listed in the draft letter would be in effect. This would be an interim policy until <br />I'all of 2005 when the Comprehensive Plan Amendment should be completed. <br /> <br />Councihncmbcr Strommen corrected No. 7 to state "...north of Trottbrook..." <br /> <br />Counci hnember Cook asked when the Rural Reserve area will be changed. <br /> <br />(',ity Administrator Norman replied the Rural Reserve area will be addressed with the entire <br />(',omprehensive Plan Amendment in Fall of 2005. <br /> <br />Community Development Director Trudgeon requested direction regarding the communication <br />o['thc interim policy to the Planning Commission. <br /> <br />The consensus ot' the Council was to direct staff to place the interim policy on the agenda of a <br />City Council mccting for adoption, and to share the draft policy with the Planning Commission at <br />thc next Planning Commission meeting. Staff should inform Chairperson Nixt and Co- <br />Chairperson Johnson about the policy prior to the Planning Commission meeting. <br /> <br />(~ouncihncmber I~lvig indicated he and Councilmember Cook have received calls from a couple <br />et' residents that arc concerned about any road surfacing being done in the area of Garnet Street in <br />thc near t'uture.
