3) RTC Il Master Planning <br /> <br />(:ommunity Development Director Trudgeon reviewed that the Council authorized the Master <br />[)lanning of the second and third tiers sun'ounding the Ramsey Town Center last month. A group <br />of consultants representing different specialties were authorized to proceed, led by McCombs <br />Frank Roes Associates, Inc. Staff has been working for the last month with the Master Planning <br />'l'eam. The focus has been with Pulte Homes at this time. Staff met with The Tinklenberg Group <br />today about this area. }Ie presented the draft plan to the Council and requested input if there is <br />anything the Council sees as missing. <br /> <br />Councilmembcr Elvig inquired how the City can work with developers regarding areas for big <br />box rclail. <br /> <br />Community Development Director Trudgeon replied this has been discussed with some of the <br />property owners in this area over the years. The zoning is in place and the City may want to start <br />discussing the possibilities with some of the property owners. <br /> <br />City Administrator Norman indicated staff would like to keep reviewing this with the Council as <br />they proceed. I. Ic requested Council to contact staff if there is anything the Council would like to <br />cliscuss regarding this area. <br /> <br />4) RTC Project Financing & Fiscal Impact <br /> <br />Moved 'up Ih'st in thc agenda. <br /> <br />5) Sign Policy <br /> <br />I'ublic Works Director Kapler reviewed that, prior to the 2004 election season, staff discussed <br />wilh (',ouncil the anticipated handling of campaign signs within the right-of-way. A policy was <br />created and tbllowed for the campaign season, although Council directed staff to follow up to <br />include all signs in right-of-ways and to review the sign ordinance. Community Development <br />has conducted research regarding how other communities handle signs in the right-of-ways. <br /> <br />t IRA I';xccutivc Director Frolik indicated staff feels they are ready to begin enforcement of signs <br />on utility poles, which has been a staffing problem before. Regarding signs in the right-of-ways, <br />the Council previously agreed that the business signs and signs such as Lose Weight Fast signs <br />should bo removed from the right-of-way. There was some desire to allow the residential signs <br />and temporary real estate signs, which promote the community, to remain. Staff contacted some <br />other corn munitios to see how they handle the real estate signs, and found other communities turn <br />their heads to real estate signs. <br /> <br />Public Works Director Kapler advised from the public safety aspect the number one concern is <br />thc public safety of roads and the blocked vision at the intersections. He indicated he would <br />promote educating thc contractors that place the real estate signs about the placement of the <br />signs, which would likely eliminate 80 percent of the issues. <br /> <br />City Council Work Session/March 29, 2005 <br /> Page 6 of 8 <br /> <br /> <br />
