PUBLIC HEARING ON IMPROVEMENT PROJECT #05-27 <br />STREET GRADING AND PAVING OF WELCOMES ROAD <br />(163R° LANE FROM VARIOLITE STREET TO URANIMITE STREET; <br />URANIMITE STREET FROM 163~ LANE TO 164TM LANE;164rrt LANE FROM <br />URANIMITE STREET TO SAPPHIRE STREET; SAPPHIRE STREET FROM 164TM <br />LANE TO 164TM A VENUE; AND 164TM A VENUE FROM <br /> SAPPHIRE STREET TO A POINT 300 FEET EAST THEREOF) <br /> By: Steven J Jankowski, City Engineer <br /> <br />Background: <br /> <br />Thc City received a petition for street grading and pavement improvements on December <br />10, 2004 for the streets above identified as Welcome's road. City Council directed the <br />preparation of a feasibility study, which was accepted and scheduled for a public hearing <br />on March, 22 2005. <br /> <br />Currently these streets consist of slightly over one half mile of sand surfaced street which <br />varies in width, but are generally about 30 feet wide. The alignment does not consistently <br />Follow the center of the 66 foot right of way. Drainage is provided by roadside ditches <br />and driveway culverts along most of the length of the project area, but are lacking over a <br />significant portion of the roadway. It is proposed that the roadway be regarded such that <br />it is aligned within the center of the 66 foot right of way. A 28 foot wide bituminous <br />pavement shall consist of four inches of class 5 granular base, two inches of bituminous <br />base course, and 1.5 inches of bituminous wear course. Drainage shall be provided <br />th ro ugh regraded roadside ditches and new driveway culverts over the majority of the <br />project length; however, in an effort to avoid tree impacts it is proposed that a bituminous <br />berm curb be placed along 163~d Lane and the southerly portion of Uranimite Street. <br />Drainage shall be conveyed from the southeast portion of the project area to the Varolite <br />Street ditchline. Drainage from the southeast portion of the project area shall be conveyed <br />to County Ditch 3/66 which crosses 164th Avenue between Sapphire and Quartz Street. <br />Drainage fi'om the majority of the project area shall be conveyed to the wetland which is <br />located south of 164th Lane and east of Sapphire Street. <br /> <br />Attached to this case is a copy of the feasibility study which outlines the above <br />improvements. Notice has been sent to all benefited property owners as required by City <br />Code and Minnesota Statues Chapter 429 along with a copy of the feasibility study. <br /> <br />It is proposed to finance one half (50%) of the total project cost though special <br />assessments to the benefited properties adjacent to the improved streets consistent with <br />Minnesota State Statutes 429 and City of Ramsey Code Chapter 4. The remaining 50%, <br />or $70,507 of the project will be financed with City of Ramsey general tax funds. The <br />assessed portion of the project cost shall be equally assessed among the benefited 19 <br />properties listed in Appendix C of the feasibility study. This would result in an <br />assessment of $3,711 per property. If a property owner would elect to have this <br />assessment collected over a ten year period at an estimated interest rate of 6.5%, annual <br /> <br /> <br />
