INTRODUCTION The City received a petition for street grading and pavement improvements on December I0, 2004. A copy of this petition is included in Appendix A. This petition was considered by the City Public Works Committee on January 18, 2004 and was forwarded to the City council with a recommendation that.a feasibility study be prepared. This recommendation was ratified by the City Council at the February 8, 2005 meeting. The petition received requested that the following segments of street; 163rd Lane from Variolite Street to Uranimite Street; Uranimite Street from I63rd Lane to 164th Lane; 164th Lane from Uranimite Street to Sapphire Street; Sapphire Street from 164th Lane to 164th Avenue; and 164th Avenue from Sapphire Street to a point 300 feet east thereof, hereafter which shall be referred to as Welcome's Road, be considered for improvements consisting of ~ading and bituminous paving. The project area is illustrated in Figure 1. This report will identify the current conditions and along with the proposed improvements and the associated costs. Finally this report will outline the proposed method of financing for each element of the improvements. EX/STING CONDITIONS The streets above identified as Welcome's road consist of slightly over one halfmile of sand surfaced street which varies in width, but are generally about 30 feet wide. The alignment does not consistently follow the center of the 66 foot right of way. Drainage is provided by roadside ditches and driveway culVerts along most of the length of the project area, but are lacking over a si~m'fificant portion of the roadway. PROPOSED IMPROVEMENTS it is proposed that the roadway be regarded such that it is aligned within the center of the 66 foot fight of way. A 28 foot wide bituminous pavement shall consist of four inches of class 5 granular base, two inches of bituminous base course, and 1.5 inches of bituminous wear course. Drainage shall be provided through re~aded roadside ditches and new driveway culverts over the majority of the project length; however, in an effort to avoid tree impacts it is proposed that a bituminous berm curb be placed along 163~d Lane and the southerly portion of Uranimite Street. Drainage shall be conveyed from the southeast portion of the project area to the Varolite Street ditchline. Drainage from the southeast portion of the project area shall be conveyed to County Ditch 3/66 which crosses 164th Avenue between Sapphire and Quartz Street.
