All nine goals are considered to be of high-priority significance <br />to thc city. <br /> <br />Basic Operating Principles <br /> <br />During the goal-setting discussions, participants occasionally will identify a <br />proposed goal, which upon further review represents a statement of principle or <br />practice to which the city is committed in its continuous pursuit of excellence in <br />leadership and management.
