She suggested the Charter invite the new <br />Council itl for a discussion before anything new is discussed. <br /> <br />Chair Vogt agreed that was a good idea. We need some time ourselves to have some discussion <br />and discovery. City Council will take our influence and will talk about it but it's up to them if <br />they want to take our suggestion. He added there could be some citizen input too. <br /> <br />Commissioner I.,aMerc stated that while we have a resource here (referring to Rylee Retzer of <br />Ibc l,caguc of Minnesota Cities), we can ask questions during Case #1. <br /> <br />Chair Vogt stated lac has a friend who works for Stillwater who was involved in this and we <br />could have her come in to talk to the Commission also if we like. <br /> <br />(?ottscnstls was to approve the agenda. <br /> <br />C()MMISSION BUSINESS: <br /> <br />Case #1: Presentation by Rylee Retzer, League of Minnesota Cities <br /> <br />City ('~lcrl< Thicling introduced Rylee Retzer, staff attorney in the research department for the <br />l~caguc ol~ Minnesota Cities. <br /> <br />Ms. Rot×ct presented an overview of charter commissions in general, the functions of charters, <br />and how mncndments happen. She reported there are 853 cities in Minnesota and 107 of them <br />arc Charter cities. Ms. Retzer also reported on legislation that took place in 2004 discontinuing <br />term limits t'or Charter Commissions. She added that a City may specify that no <br />Councilmcmbers can be a Charter Commissioner. <br /> <br />Commissioner Simenson inquired about cities favoring Manager versus Administrator form of <br />government. <br /> <br />Ms. Ret×ct stated she will send some information on that subject to be distributed to the Charter <br />Corem ission.
