5) Dealing with people outside that class area: Chief Kapler stated that staff proposed the <br /> second fSre station further north but it got pushed to the south. For a third station, we <br /> would have to make sure it encompasses everyone within a five mile radius and locate it <br /> near a good north/south-east/west route. Chair Anderson inquired-if there is any land <br /> available near 173ra and Variolite. Chief Kapler noted that area would accomplish both <br /> calls. Mr. Anderson asked would it be possible to estimate City-wide savings for this <br /> rate change and publish that in the Ramsey Resident - Include gross number savings and <br /> then per household and per business. Chief Kapler agreed that would be a good idea. <br /> Mayor Gamec inquired if Chief Kapler had ever thought of a fire station in Burns - <br /> would that be a negative/positive? Chief Kapler thought that would be a huge positive - <br /> the big unknown is what is Burns going to do. They are still contracting for fire service. <br /> Mayor Gamec wondered if it is time to have Burns and Ramsey be together as a <br /> combined fire department. Chief Kapler repl'ied that there are a lot of areas looking at <br /> that. Councilmember Pearson inquired if there is any criteria as to how far apart your <br /> stations have to be. Chief Kapler replied that Ramsey based it strictly on distance. We <br /> tried to cover as much of the City in a four-minute driving time as possible. Regarding a <br /> third station and Burns Township - Chief Kapler stated that we would have to look at a <br /> longer term buy-in. He added that he is not sure how to get our foot in the front door. <br /> (2hair Anderson suggested having a task force developed that would study it. Mayor <br /> (iamec stated that we do need a third station to the north. Chief Kapler stated that it is <br /> tough for Burns Township right now. They have no equipment, no buildings - they are <br /> in the worst position for this distance. Chair Anderson inquired what the rating is in <br /> Burns to which Chief Kapler replied 10 - which is the highest you can go. <br />6) l:ire Calls in Burns: Upon inquiry, Chief Kapler stated that the Ramsey Fire Department <br /> covers fi'om the 7200 block to the Burns western border whidh is half of Burns. Ramsey <br /> responded 26 times in 2004 and there were many more calls in the eastern side which <br /> ()ak Grove covers. Ramsey was there about 60 times. The contract is in place until <br /> October o~' next year. They seem to be happy with the service they are getting. <br /> Councilmember Pearson inquired if Burns has talked about starting their own Fire <br /> l)epartment. Chief Kapler stated they want to set some money aside for something. <br /> Chair Anderson suggested it might be worthwhile to start talking about all this and added <br /> that Burns will never be able to afford the same kind of service and expertise they are <br /> m)w receiving - it's just not possible. Mayor Gamec asked if there is any benefit to <br /> Ramsey. Chief Kapler replied there would be shared cost and shared people. <br /> Boardmember Riddle inquired what the timeframe is to which Chief Kapler replied he <br /> would like to have land acquired by the end of 2005. Also, we are talking about moving <br /> the City Hall/Police Complex into the Town Center area which leaves this piece of land. <br /> Now what do we do with the fire station down here. We may have to look at another <br /> <)nc. I-te sees the proper order as doing something in our current area first - the priority <br /> is to make something happen here. Mayor Gamec stated that concerns him because all <br /> the emphasis has been on the municipal building and the Police facility. All of a sudden, <br /> we have a Fire Department here and we might sell the property. We are then without a <br /> station here. We neglected to look at that financially. We could be in a reactive versus <br /> proactive situation and that's a concern. Chair Anderson stated that it's not cost effective <br /> to mn a Fire Department out of this old City Hall and. inquired if it would be easier to <br /> make the newer building (PD) into a fife station.
