CONSIDER SELECTION OF NW TRUNK SANITARY SEWER ALTERNATIVE
By; Brian Olson, Assistant Director of Public Works

Background:

Thc City has been considering five alternative routes for the extension of sanitary sewer
service to an area known as the Northwest area which has petitioned for this service. This
area is illustrated in the attached figure. Following review of public comment and of the
adwmtages and disadvantages of each alternative, the City Council concurred with staff
recommendation at a work session held on March 15, 2005 that Option No. 3 (illustrated
on the figure) be selected as the alignment to be considered in conjunction with this
sewer extension request.

On December 6, 2004, the City Council directed staff to implement a public participation
program in conjunction with the proposal to extend sanitary sewer in this area, and the
City held an informational meeting with residents that could be impacted by all the
potential sewer alignments that could serve this area on February 7, 2005. During the
Council work session held on March 15, 2005 the Council reviewed the public comments
that had been received relative to the alternative alignments. The consensus of the
Council in continuing the public involvement component of this process was to direct
staff' to prepare two letters. One letter would be distributed to all those that attended the
February open house informing them that the preferred alignment, Option No. 3, has
bccn selected. The other letter would be sent to those property owners affected by this
selected alignment informing them that this route has been chosen and informing them of
a £ollow up informational meeting.

Recommendation:

Staff recommends that Option No. 3 be selected for the extension of the sanitary sewer to
the northwest area petitioning for sewer service, and that all open house attendees of
February 7, 2005 be notified of this selection. Staff further recommends that residents
contiguous to Option No. 3 be notified of this selection and that a follow up meeting be
conducted with these property owners.

Action:

Motion to select Option No. 3 for the extension of the sanitary sewer to the northwest
area petitioning for sewer service, and that all open house attendees of February 7, 2005
be notified of this selection, and also that residents contiguous to Option No. 3 be notified
of th is selection and that a follow up meeting be conducted with these property owners.

Reviewed By:
Dircctor of Public Works/Fire Chief

CC: 04/12/05
