CASE <br /> <br />APPROVE CONTRACT FOR DESIGN OF WATER SUPPLY WELLS 7 & 8 <br /> By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />Thc 2005 CIP identified construction of Water Supply Wells 7 & 8 in 2005. The <br />comprehensive water plan identified the need for these wells and associated piping the serve the <br />needs the city as Ramsey Town Center and other developments are completed. Bolton & <br />Monk, lnc has submitted a proposal for performing the design of these improvements and <br />providing construction administration for these projects. Their proposal is attached. Figure 5.1 <br />fi'om the comprehensive water study is also attached. Please note that the well numbers are <br />transposed between the CIP diagrams and the comprehensive water plan. <br /> <br />Thc first well to be constructed will be no. 7 and will be located near Fire Station No. 1. <br />Pumphouse no. 4 will be required with construction of the first well. The comprehensive water <br />study identifies the need for a water treatment plant to serve the future water needs of the city. <br />Thc state has indicated that construction of additional wells after wells 7 and 8 may not be <br />approved due to regional pressures on the aquifer. They have suggested consideration of a <br />surfi~cc water source. Use of a surface water source will require construction of a water <br />treatment plant. Thc potential location for the water treatment plan is also near Fire Station No. <br />1. Thc pumphousc design should be flexible to allow for integration into the new water <br />treatment plant. The alternative would be to economize the design so that the treatment <br />equipment can be removed and the building demolished to make room for the treatment plant. <br /> <br />Thc proposal is itemized into the following major work steps and proposed fees: <br /> <br />Construction of test well <br />Water supply wells and pump, wells 7 & 8 <br />Well house no. 4 <br />Interconnecting watermain between well 8 <br />amt well 7 pumphouse <br />Total Estimated Costs <br /> <br />$19,850 <br />$23,000 <br />$23,000 <br />$12,000 <br /> <br />$77,850 <br /> <br />costs listed are not-to-exceed amounts, and only the actual costs incurred will be billed. <br /> <br />Thc first work item would be construction of the test well to verify suitability of the site, <br />completion of the remainder of the work items would be contingent on finding favorable <br />conditions in the test well. <br /> <br />Thc proposed cost for construction of Well 7 & 8, Pumphouse 4 and the watermain connection <br />is $1,870,000. The sources for construction funds are identified as 50% Water Utility Fund and <br />50% Tax Increment Fund No. 1 for Well # 7 and 100% Water Utility Fund for Well #8. The <br />CIP Sheets are attached for the wells. <br /> <br /> <br />
