3) Crime Prevention Specialist. Chief Way stated the Department has a Crime Prevention
Specialist who coordinates certain events in the City - a couple of them being National
Night Out and Safety Camp. The City has won an award for National Night Out and
Safety Camp is maxed out with attendance numbers. Another event is the car seat clinics
- we held 10 of them last year. We gave out car seats which we get donations for from
local businesses.
4) P, esmwc Unit. Chief Way reported that the Reserve Unit is down in numbers. We have a
really good unit, therefore, we are losing them because they are being hired as officers.
We currently have six applications for the Reserves and we are hoping to bring all six on
which will bring us up to a total of 15. They have donated over 2,000 hours. They help
out with back up, work school dances, provide reasonable security, and a number of other
things. If not for the Reserve Unit, we would have to pay our regular officers over time.
5.) [)residential Motorcade' Chief Way stated that the Presidential Motorcade came through
Ramsey and the reserves were on duty for that for about six hours.
6) Commercial Vehicle Inspections: Chief Way stated that the Department was "heavy into
commercial vehicle inspections this year. We pulled about 180 vehicles out of service
because of violations. We are working with the City Attorney on this. We may be able
to collect money for violations on the spot because so many are not from the area so it
tums out to be a warrant. Two percent of commercial vehicles are involved in 15 percent
o[~ the accidents. Minnesota is ranked number 47 of 50 states in commercial accidents.
?) Police Calls: Chief Way reported that the Police Department responded to over 11,000
calls which is up from 9,200 the year before. COuncilmember Pearson inquired if that
number is proportionate to the number of people coming into the City. Chief Way
replied that it is a little ahead. A lot of people drive through the City to get to their own
city, etc. There are also more people working in Ramsey, therefore, more medicals, etc.
It is that way throughout Anoka County.
8) l lites for 2005' Chief Way stated that for this coming year we have hired two officers
and a new CSO.
9) ATV Donation: A gentleman won an ATV from a Rotary raffle and he donated it to the
Police Department.
10) Game Fair: Chief Way reported that there are extra calls for officers for the Game Fair
activities and we actually billed them this year. We will continue to have an officer up
there du,'ing those weekends.
I 1) New Police Department Facility: Chief Way stated that staff is currently working on
plans fbr the new Police Department Facility. We are maxed out for space in this one.
We are providing more service, people want more service, and we will continue to grow.

lrirc C. hicl: Kapler, who also serves as the Director of Public Works reported on engineering. We
havo had some big things happen with regard to road improvements.
I) t lighway #47 and 167th Avenue: We are currently looking for help from MnDOT with
167"' and Highway #47. We are on their budget.
2) Dysprosium and C.R. #116: This area will also see some improvements. He believed the
accident count has been down because of the four-way stop - that will be signalized this
year.
3) School Zone. For Ramsey Elementary, we are hoping to install working lights in the
school zone to blink when there is a slower mile per hour limit time.

Public Safety Board - February 17, 2005
