Action: <br /> <br />Rati fy the recommendation of the Public Works Committee. <br /> <br />CASE #6 Consider Contract Revision to LSA Design <br /> <br />Background: <br /> <br />This case was ratified at the March 22, 2005 City Council meeting. <br /> <br />CASE #7 Consider Light Pole and Banner Arm Specifications <br />Background: <br /> <br />This case was ratified at the March 22, 2005 City Council meeting. <br /> <br />CASE #8 Consider Change for Elmcrest Park Parking Lot Improvements <br /> <br />Background: <br /> <br />In July 2004 Elmcrest Park parking lots improvements were approved for construction. <br />Soil borings indicated that clay soils were present under most of the parking areas. The <br />contractor encountered soft wet soils in the southern area of the park while placing the <br />class 5 aggregate. They discontinued placing aggregate in that area. The City received an <br />inquiry from the local supplier of shredded tire chips last fall. The vendor was looking for <br />an opportunity to demonstrate the advantages of using tire chips as fill over soft ground. <br />Staff felt the proposal had merit, and the City is looking at constructing trails over soft <br />ground in the future. <br /> <br />Staff explained thc Master Trail plan shows a trail connecting Elmcrest Park and Central <br />Park following County Ditch 66. The proposed sanitary sewer extension alignments also <br />fol Iow the county ditches. Maintenance crews will need access to the new sanitary sewer <br />manholes. Construction of paths near the sanitary sewer alignment will provide an access <br />route for the maintenance crews. Construction of the test sections will allow evaluation of <br />thc different construction methods. Staff prepared plans for test sections to compare the <br />tire chips to trail construction methods previously used in the City. The vendor donated <br />thc tire chips for the project. The test sections are all approximately 150 feet long over <br />sin]ilar ground. The paving contractor was contacted about spreading the chips, all of their <br />workers were laid off so they were not able to do the work at that time. The City asked for <br />quotes from several small contractors that had crews available and selected the lowest <br />quote. The lowest quote was received from Dryden Excavating for $10,382. The paving <br />contractor will install the class 5 and pavement on the sections, the City will not require the <br /> <br /> <br />
