RECEIVE FEASIBILITY STUDY FOR ST FRANCIS BLVD' <br />FRONTAGE ROAD IMPROVEMENT PROJECT 05-24 <br /> By: Steven J Jankowski, City Engineer <br /> <br />CASE # <br /> <br />Background: <br /> <br />During the summer of 2004 the City received a petition signed by all three residents <br />fronting on the frontage road along TH 47 requesting the paving of the frontage road <br />along TH 47 south of 160th Lane. The City Council directed that a feasibility study be <br />prepared on August 10, 2004. Attached to this case is a copy of the feasibility study. <br />which has been prepared in accordance with the Council's directives. <br /> <br />The feasibility study proposes improvements that includes grading and paving the <br />roadway to a width of 32 with the easternmost eight feet of this section being striped for <br />use as a trail for pedestrian and non motorized traffic. In order to confine the widened <br />roadway to the 45 foot fight of way reserved for the City, it will be necessary to install a <br />bituminous berm curb along the western edge of the pavement. This will also preserve <br />the landscaped hedgerows of trees and shrubs, which would otherwise need to be <br />removed to accommodate a ditch section. The southern terminus of the roadway shall be <br />provided with a 70 foot diameter cul-de-sac which is approximately I0 feet wider than <br />the existing dirt cul-de-sac. .. <br /> <br />The total cost of the work is estimated to be $46,011. The estimated cost of the trail is <br />$7,863 which is to be f'manced through the City's trail fund. The remaining COSTS are <br />proposed to be financed in the amount of $19,075 from the City's general.fund and 'a <br />similar amount to be financed through special assessments to the benefited property <br />owners. An estimated assessment of $6,358 would be incurred b7 .each of the three <br />property owners. . <br /> <br />Staff anticipates that a development proposing the extension of sewer and water services <br />to property on the east side of TH 47 may cause construction impacts to this project area. <br />In the event such a project materializes the improvements described ih this feasibility <br />study may be altered to include sanitary sewer, watermain storm sewer and concrete curb <br />and gutter. In the event this happens the project costs will need to be appropriately <br />modified, however, it is proposed that the cost to the benefited properties shall be held to <br />those outlined in this report and the additional costs be financed through other'sources. <br /> <br />The schedule proposed in the feasibility study anticipates the project being ordered on <br />July 12, 2005. In the event the sewer and water impacts have not been resolved by this- <br />date, the Council would need to decide whether to order the project as outlined in the <br />feasibility study or modify the project schedule such that construction is initiated in May <br />o f 2006. <br /> <br /> <br />
