.. lo~on by Councilmember Cook, seconded by Council_member Elvig, to recommend that the City Council authorize a 50 percent assessment to the neighborhood for the cost of paving the frontage road paralleling TH 47 south of 160th Lane, with. a $0 percent contribution by the City. Further Discussion: Public Works Director Kapler explained staff discussed the amount of the bike trail being credited into the City's portion of the road cost. Councilmember Cook indicated that should be negotiated [n with the City's 50 percent contribution. Councilmember Elvig noted ~is road only services a handful of homes, and it. will be tight to'fit the trail and the road. City Engineer Jankowski indicated there is sufficient space_ between St. Francis Boulevard and the right-o£-way to put in a 20 foot road and an eight or ten foot path~ expect at the turnaround. Assistartt PubLic Works Director Otson noted the road could be made 32 feet wide with an eight foot wide trail designated on the road. Councilmember Elvig questioned if there are traffic .safety concerns. City En~-:4neer Jankowski noted one of the things the petition suggested to lower the cost was to eliminate the cul-de-sac. Public Works Supervisor Reimer indicated removing the cul~de-sac would cause problems with plowing and mail. Motion amended by Councilmember Cook, seconded by Councilmember Elvig, to recommend. that the City Attorney review the citizen petition, and that if valid, the City Council authorize a 50 percent assessment to the neighborhood for the cost of paving the front~'ge road.paralleling TH 47 south of 160th Lane, with a 50 percent contribution by the 'City, with the City's contribdtion to include funds from the trail fund. The road should be paved at a 32 feet width with a designated bike trail, with the cul-de-sac to remain. Further Discussion: Chairperson Zirnmerman suggested if a few feet are needed for safety, that- the needed space be purchased at this time. Parks Supervisor Riverblood inquired if the Committee would think it would be better to have a separate trail if the residents were to Want to pay for this in the typical fashion of paving streets. Councilmember Elvig commented' he does not know that there would be an opportunity to separate the trail due to the cul-de-sac. Councilmember Cook noted the contribution fi-om the trail fund could not be included if the trail were to be separated. Assistant Public Works Director Olson noted the trail fund would still pay for the trail if it were separated. '['he consensus of the Committee was for staffto include options for the paving of the road and the trail with the information brought to the Council. Motion carried. Case #5: Snow Removal Issues in Ramsey Town Center Public Works Supervisor Reimer reviewed that. during the May Public Works Committee meeting staff was instructed to develop a list of discussion topics concerning snow removal in ttae Ramsey Town Center development.
