CASE <br /> <br />CONSIDER CHANGE ORDER FOR ELMCREST PARK PARKING LOT <br />IMPROVEMENTS <br /> By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />Elmcrest Park parking lot improvements were approved for construction on July 2004. Soil <br />borings indicated that clay soils were present under most of the parking areas. The contractor <br />encountered son wet soils in the southern area of the park while placing the class 5 aggregate. <br />They discontinued placing aggregate in that area. <br /> <br />The City received an inquiry from the local supplier of shredded tire chips last fall. The vendor <br />was looking for an opportunity to demonstrate the advantages of using tire chips as fill over sof~ <br />ground. Staff felt the proposal had merit, the City is looking at constructing trails over sot~ <br />ground in the future. The Master Trail plan shows a trail connecting Elmcrest Park and Central <br />Park following County Ditch 66. The proposed sanitary sewer extension alignments also follow <br />the county ditches. Maintenance crews will need access to the new sanitary sewer manholes. <br />Construction of paths near the sanitary sewer ali=m-anent will provide an access route for the <br />maintenance crews. Construction of the test sections will allow evaluation of the different <br />construction methods. <br /> <br />Staff prepared plans for test sections to compare the tire chips to trail construction methods <br />previously used in the City. The vendor donated the tire chips for the project. The test sections <br />are ali approximately 150 feet long over similar ground. The City asked for quotes from several small <br />contractors that had crews available and selected the lowest quote. The lowest quote was <br />received from Dryden Excavating for $10,000. The paving contractor will install the class 5 and <br />pavement on the sections, the City will not require the contractor to warranty the pavement for <br />these sections since they were constructed by others under City direction. .. <br /> <br /> <br />
