Councihnember Strmnmen replied the City went through a process with the Comprehensive Plan. t lcr underlying concern is to go forward with these amendments without going through that planning process that considers issues like green space and transportation. These issues should be considcrcd as these developments come through. City Administrator Norman suggested he work with Councilmember Strommen in drafting a letter lyf thc l~lanning Commission. Mayor Gamcc stated each development that is considered includes a review of transportation and an I';A W. I lc believes all of these things are reviewed with every development in the City. Councilmember Strommen stated one of her concerns is that the City has not completed studies on thc transportation corridor, future greenways, and open space. The City may not have the option to implement what they want once these amendments go through because there may be a development in the middle of an area they want to utilize. Mayor (;amcc stated the Council just reviewed the greenways and Engineering has information regarding the wetland locations. Assistant Public Works Director Olson indicated the greenways grant was never adopted by the Cc)until and staff will be meeting tomorrow to refine some of the areas. He explained wetland delineation is required in every development. The current Comprehensive Plan does not really include a wetland or grcenspace plan, and that should be included. Councihncmber Pearson stated he agrees with the comments made by Councilmember Cook. '['hc Comprehensive Plan is outdated. There are not too many large parcels of land left and it docs not sccm to make sense to develop them and not have sewer and water connected to them. ~l't~cy sh(mld focus the higher density on the Town Center area, and when these other places become available they should seriously look at getting water and sewer there. Ccmncilmcmbcr Cook stated the greenway map needs to be adopted before these developments proceed to final plat approval. It has been mandated that Park and Recreation update their trail map and that should also be completed before these developments proceed to final plat approval. City Administrator Norman indicated Engineering and Planning staff have been working to quickly have this information before the Environmental Policy Board and Park and Recreation Igoard.
