The action tonight is to determine how to complete the process of selecting a preferred alignment within the next few weeks. Dave Martini of Boltcn and Menk advised that before proceeding to the next step of additional detail thc preferred alignment must be determined. Direction is being requested from the Council on how to proceed and what kind of public involvement should be involved in making that decision, Mayor Gamcc noted it was indicated that the City would talk to the affected property owners a flor an alignment is chosen. Assistant Public Works Director Olson explained staff is not asking for a decision on an alignment tonight. Staff does not feel any of the concerns expressed relative to the preferred alignments would sway the recommendation. He inquired if the direction of the Council would bc to bring forward a preferred alignment for a decision by the Council, and to meet with the property owners that are directly affected after that decision is made to inform them about the acquisition process and construction. Cotmcihncmber Strommen asked if there would be public comment at the point when the Council makes ii decision regarding the preferred alignment. She suggested the residents that attended the open house be notified when this topic will be on the Council agenda. 'l'he Council discussed whether the residents should be notified when this topic will be on the (;ouncil agenda or whether the residents should be notified after the preferred alternative is dctermincd. The Council further discussed whether the residents notified should be restricted to lhose affected by thc alignment or all of the residents that attended the open house. Councihncmber Strommen stressed that all of the attendants that attended the open house should be noti fled when this topic will be on the Council agenda. She stated this is a major process and these resittcnts are interested in the process, 'l'he consensus of thc Council was to direct staff to schedule an agenda item for the Council to determine a preferred alignment. Following the Council's determination, two letters will be drafted. One letter would be distributed to property owners that attended the open house in lbrm ing them that their route was not chosen and informing them of the informational meeting. ~l'he other letter would be to the affected property owners informing them that their route has berm chosen and informing them of the informational meeting. 4A) Second and Third Tiers of Town Center City Administrator Norman distributed a sketch plan by Pulte Homes in relation to the second and third tiers o1' Town Center.
