Councilmcmber Jeffi'ey asked how the two pending Comprehensive Plan amendments bench <br />itgaJnst this criteria. <br /> <br />Community Dcvclopmcnt Director Trudgeon noted the two pending amendments are part of an <br />I';nvironmcntal Assesstnent Workshop (EAW) process so all of the criteria are addressed except <br />criteria #6 which is part of the development process. <br /> <br />('~ouncihncnabcr Cook agreed that a lot of this occurs during the planning process but a <br />Comprehensive Plan amendment is needed before proceeding with the planning process. He <br />stated many people do not understand the process and that what is approved on the preliminary <br />plan is what will be constructed. He stated additional planning cannot continue unless the <br />Comprehensive Plan amendment is approved and the project would not go to final plat unless <br />lhcsc issues are addressed. <br /> <br />Councilmcmber Strommcn stated this would also be the checklist for review at the final plat <br />considcralion. <br /> <br />Councilmcmbcr Jeffrey stated whenever the Planning Commission looks at Comprehensive Plan <br />amendments, thc EAW process would be completed. <br /> <br />City A dm inistrator Norman stated that the developer will want to know if the amendment will be <br />approved before moving forward with the rest of the costs of the development. <br /> <br />Councilmcmber Elvig asked about the process that would be followed. <br /> <br />Community Development Director Trudgeon stated it does not allow development of any type, <br />but docs indicate the type of development that could occur. <br /> <br />Councilmcmber Elvig stated if a Comprehensive Plan amendment is passed it indicates that <br />services are available and to submit a sketch plan. If the sketch plan looks acceptable but an <br />I,;AW is needed, then the sketch plan would be approved contingent upon an EAW. The EAW <br />would need to be done before the final plat is considered. <br /> <br />Corem unity Development Director Trudgeon stated that is correct. <br /> <br />Councihncmbcr Cook noted that in some cases the City is not saying services will be available <br />unless it is addressed in the development agreement to assure the water or sewer lines are paid. <br /> <br />Councilmember Jeffrey stated the last paragraph of the policy before the criteria indicates: <br />"Recognizing the need to continue to foster development and not unnecessarily delay worthy <br />development prqjccts, the City Council has given Staff directions what criteria to use when <br />reviowi ng and making recommendations on Comprehensive Plan Amendments." <br /> <br />City Council Work Session / March 22, 2005 <br /> Page 3 of 7 <br /> <br /> <br />
