Bituminous Pavement Stripping Research Findings <br />City of Ramsey February 20, 2020 <br />Findings and Practices of other Cities <br />• Andover <br />o Moving away from sealcoating streets. <br />o Collects funds for first crackseal of new streets from developers. <br />• Anoka <br />o Sealcoat AND fog seal all streets. <br />o Crackseal streets one year before applying sealcoat/fog seal. <br />• Brooklyn Park <br />o Streets constructed before 1990's did not experience pavement stripping. <br />o Mill and overlay improvements completed in mid-1990's to early-2000's. Pavement <br />stripping was observed after. <br />o Stripping often starts at intersections, but once it starts it will continue to progress. <br />o Don't do spot repairs. Mill and overlay entire streets to repair. <br />o Quit sealcoating streets 2 years ago. <br />o Do not rejuvenate streets. <br />• Coon Rapids <br />o Administers Northwest Metro Pavement Management Group (JPA). <br />o Planning to try faster curing fog seal emulsion offered by FHR this year (CQS-1hd50). <br />o Crack fill only applied to MSA streets. <br />o Crack fill and fog seal only applied to local streets. <br />o No sealcoating in 2020. <br />• Saint Michael <br />o Stripping under sealcoats observed since early 2010's. <br />o Stopped sealcoating streets in 2014. <br />o Applying Reclamite to wear course (new and overlays) < 3 years old since 2017. <br />• Woodbury <br />o Stripping under sealcoats observed since late 2000's. <br />o Stopped sealcoating streets around 2009. <br />o Replaced around 85 miles of residential street pavement since 2014. <br />o Adopted new mix design per MnDOTTech Memo 17-sa-01. <br />o Applying Reclamite to new wear course within 1 year. <br />General Comments and Observations <br />• Stripping issues observed more often after the second sealcoat. <br />• Once stripping is observed it continues to expand. <br />• Freeze thaw cycles accelerate stripping. <br />• Based on weather trends, northern climates should expect to experience increased; <br />o Rain events each winter, resulting in greater saturation of pavements <br />o Freeze -thaw events each winter <br />• Mill and infill effectively repairs stripping damage if done before progressing into base course. <br />• Pavement rejuvenators (Reclamite, Replay, Fahrner, etc.); <br />o Penetrate into pavements roughly 3/8-inch <br />o Replaces maltenes in oxidized pavements <br />o Effectively seals pavement surfaces <br />o Numerous U.S. cities have used for decades, including Chicago <br />Page 1 of 2 <br />
