<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-037 <br /> <br />RESOLUTION ORDERING FEASIBILITY REPORT FOR IMPROVEMENT PROJECT <br />#20-02A, AMENDED 2020 OVERLAY IMPROVEMENTS <br /> <br /> WHEREAS, <br />pursuant to a resolution of the City Council adopted December 10, 2019, a <br />Feasibility Report was prepared by the City Engineer with reference to proposed 2020 pavement <br />overlay improvements within the residential developments of Klemish and Flores, Sunfish <br />Square, Sunfish Square 2nd Addition, Windemere Woods, and Windemere Woods 2nd Addition <br />as identified in the City’s current capital improvement program (CIP); and <br /> <br /> WHEREAS, <br />the Feasibility Report concluded that the proposed 2020 mill and overlay <br />improvements per the CIP are not generally feasible or cost-effective from an engineering <br /> <br />standpoint, and the report recommended that the improvements not be completed in 2020; and <br /> <br /> WHEREAS, <br />on February 18, 2020, the City of Ramsey Public Works Committee <br />recommended City Council approval to prepare a Feasibility Report exploring an amended 2020 <br />Overlay Improvements project for streets within the Business Park 95 commercial development <br />and the Regency Pond 1st, 2nd and 3rd Additions, and to assess benefitted properties for all or a <br />portion of the cost of the improvements, pursuant to Minnesota Statutes Chapter 429, the City <br />Charter, and the City’s adopted Special Assessments Policy. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the proposed improvements, designated as Improvement Project No. 20-02A, be <br />referred to the City Engineer for study, and that the City Engineer is instructed to report <br />to the Council with all convenient speed advising the Council in a preliminary way as to <br />whether the proposed improvements are necessary, cost-effective, and feasible; whether <br />they should best be made as proposed or in conjunction with some other improvement; <br />the estimated cost of the improvements as recommended; and a description of the <br />methodology used to calculate individual assessments for benefitted properties. <br /> <br />The motion of the adoption of the foregoing resolution was duly seconded by Councilmember <br />Heinrich, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor LeTourneau <br /> Councilmember Musgrove <br /> Councilmember Heinrich <br /> Councilmember Kuzma <br /> Councilmember Menth <br /> Councilmember Riley <br /> Councilmember Specht <br /> <br /> <br />
