Councilmember Musgrove introduced the following resolution and moved for its adoption: RESOLUTION #20-037 RESOLUTION ORDERING FEASIBILITY REPORT FOR IMPROVEMENT PROJECT #20-02A, AMENDED 2020 OVERLAY IMPROVEMENTS WHEREAS, pursuant to a resolution of the City Council adopted December 10, 2019, a Feasibility Report was prepared by the City Engineer with reference to proposed 2020 pavement overlay improvements within the residential developments of Klemish and Flores, Sunfish Square, Sunfish Square 2nd Addition, Windemere Woods, and Windemere Woods 2nd Addition as identified in the City’s current capital improvement program (CIP); and WHEREAS, the Feasibility Report concluded that the proposed 2020 mill and overlay improvements per the CIP are not generally feasible or cost-effective from an engineering standpoint, and the report recommended that the improvements not be completed in 2020; and WHEREAS, on February 18, 2020, the City of Ramsey Public Works Committee recommended City Council approval to prepare a Feasibility Report exploring an amended 2020 Overlay Improvements project for streets within the Business Park 95 commercial development and the Regency Pond 1st, 2nd and 3rd Additions, and to assess benefitted properties for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes Chapter 429, the City Charter, and the City’s adopted Special Assessments Policy. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the proposed improvements, designated as Improvement Project No. 20-02A, be referred to the City Engineer for study, and that the City Engineer is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible; whether they should best be made as proposed or in conjunction with some other improvement; the estimated cost of the improvements as recommended; and a description of the methodology used to calculate individual assessments for benefitted properties. The motion of the adoption of the foregoing resolution was duly seconded by Councilmember Heinrich, and upon vote being taken thereon, the following voted in favor thereof: Mayor LeTourneau Councilmember Musgrove Councilmember Heinrich Councilmember Kuzma Councilmember Menth Councilmember Riley Councilmember Specht
