<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-038 <br /> <br />RESOLUTION INDEFINITELY SUSPENDING ANNUAL SEALCOAT PROGRAM <br />AND REALLOCATING BUDGETED 2020 SEALCOAT FUNDS <br /> <br /> WHEREAS, <br />the City of Ramsey budgeted $500,000 to perform crackseal and seal coat <br />improvements on public streets in 2020; and <br /> <br /> WHEREAS, <br />numerous street segments sealcoated between 2015 and 2018 are exhibiting <br />accelerated loss of pavement in the wear course which is believed to be caused by a phenomenon <br />known as “stripping under sealcoats”; and <br /> <br /> WHEREAS, <br />City Staff have been exploring possible causes for this damage over the last <br />year, including reviewing available pavement data, Local Road Research Board studies on <br />stripping under sealcoats, and meeting with other cities experiencing the same stripping issues; <br />and <br /> <br /> WHEREAS, <br />City Staff recommends indefinitely suspending the City of Ramsey’s <br />sealcoat program to allow more time to explore the causes of this issue, and to determine the <br />most cost-effective means to repair damages caused by stripping under sealcoats; and <br /> <br /> WHEREAS, <br />City Staff recommends reallocating the $500,000 budgeted for crackseal <br />and seal coat improvements in 2020 as follows; <br /> <br /> <br />$150,000 for 2020 crackseal improvements <br /> <br /> <br />$250,000 for 2020 mill and overlay improvements in Business Park 95 <br /> <br /> <br />$ 75,000 for collecting ground penetrating radar data on streets identified as needing <br />repairs per the CIP but that do not have as-built record plans <br /> <br /> <br />$ 25,000 for additional spray patching in 2020 <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) The City Council hereby orders an indefiinite suspension of the City of Ramsey’s annual <br />sealcoat program. <br />2) The City Administrator is hereby authorized and directed to reallocate the $500,000 <br />budgeted for 2020 crackseal and seal coat improvements as outlined herein. <br /> <br />The motion of the adoption of the foregoing resolution was duly seconded by Councilmember <br />Musgrove, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor LeTourneau <br /> Councilmember Riley <br /> Councilmember Musgrove <br /> Councilmember Heinrich <br /> Councilmember Kuzma <br /> Councilmember Menth <br /> Councilmember Specht <br /> <br />
