1 <br />• <br />Councilmember Connolly introduced the following resolution and moved for its adoption: <br />RESOLUTION #00 -11 -314 <br />RESOLUTION AUTHORIZING ELMCREST PARK DEVELOPMENT <br />WHEREAS, in August, 2000, City Council authorized staff to prepare and submit a Grant <br />proposal to Minnesota Amateur Sports Commission (MASC) and the Department of Children, <br />Families & Learning (CFL) for Elmcrest Park; and <br />WHEREAS, the Minnesota Amateur Sports Commission (MASC) and the Department of <br />Children, Families & Learning (CFL), via the State General Fund, provides grant funds to assist <br />local government units of the state of Minnesota for the development and renovation of athletic <br />facilities and soccer fields; and <br />WHEREAS, the City of Ramsey continues to plan for and provide community parks for its <br />residents and visitors; and <br />WHEREAS, the City desires to develop Elmcrest Park as a community park which will <br />include soccer /football fields; and <br />AND WHEREAS, the City was selected as a successful applicant for the Minnesota <br />Amateur Sports Commission (MASC) and the Department of Children, Families & Learning <br />(CFL) Grant Program; and <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br />1) Estimates that the total cost of developing the first phase of Elmcrest Park be in excess of <br />$500,000 and the City of Ramsey is requesting $100,000 from the MASC /CFL Youth <br />Enrichment Grant Program and will assume responsibility for the match requirement of at <br />least $400,000. <br />2) The City of Ramsey agrees to own, and assume 100 percent operational costs for said sport <br />facility, and will operate said facility for its intended purpose for the functional life of the <br />grant funded improvements which is estimated to be in excess of 25 years. <br />3) The City of Ramsey, City Council agrees to enter into necessary and required agreements <br />with the MASC /CFL for the specific purpose of constructing a sport facility which includes <br />programming. <br />4) That the Parks and Utilities Supervisor and /or the City Administrator of the City of Ramsey <br />is authorized and directed to execute said application and serve as the official liaison with <br />the MASC /CFL. <br />
