That the Applicant is proposing to develop a multi - family housing project (twinhomes, quad - <br />townhomes, and a four -plex) on an 11.3 acre site which includes the Subject Property. <br />5. That 9 acres of the 11.3 acre project site is zoned R -3 Urban Residential, but the portion <br />referenced above in the legal description as the Subject Property is zoned R -1 Urban <br />Residential. <br />6. That the Subject Property to be rezoned is approximately 2.3 acres in size. <br />7. That the Subject Property is located within the Metropolitan Urban Service Area (MUSA) <br />boundary. <br />8. That the abutting property to the north is zoned R -1 Urban Residential, the property to the <br />west is zoned R -3 Urban Residential, the property to the south is zoned B -1 Business and <br />the Subject Property is bounded by T.H. #47 on the east. <br />9. That the Applicant is proposing a development that is compatible with the 12/21/99 draft <br />Comprehensive Plan that has been forwarded to Metropolitan Council for approval. <br />10. That the draft Comprehensive Plan was sent to the Met Council on December 21, 1999, and <br />was not accepted as complete by the Met Council. <br />11. That the subsequent draft Comprehensive Plan was sent to the Met Council on July 21, <br />2000, and was accepted as complete on October 4, 1999. <br />12. That the July 21, 2000 Comprehensive Plan has not been approved by the Met Council. <br />13.
