Councilmember Connolly moved for the adoption of the following resolution: <br />RESOLUTION #00 -11 -304 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0538 RELATING TO A <br />REQUEST TO AMEND THE CONDITIONAL USE PERMIT FOR A COMMERCIAL <br />GREENHOUSE OPERATION IN A RESIDENTIAL DISTRICT <br />WHEREAS, Wayne Davis, hereinafter referred to as "Applicant ", has properly applied <br />for a Conditional Use Permit Amendment to add a permanent structure to the greenhouse <br />operation on the property legally described as follows: <br />The Northeast Quarter of the Southeast Quarter of Section 3, Township 32, Range 25, <br />Anoka County, Minnesota, subject to easement to Rural Co -op Power Association. <br />(the "Subject Property "). <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.04 of the Ramsey City Code on November 6, 2000„ and that said public <br />hearing was properly advertised and that the minutes of said public hearing are hereby <br />incorporated by reference. <br />2. That the subject property is located in the R -1 Rural Residential District and is 40 acres in <br />size. <br />3. That the surrounding parcels are zoned R -1 Rural Residential and the agricultural uses are <br />permitted uses in said zone with the exception of flower nurseries with buildings and the <br />Subject Property includes a flower nursery with a permanent office /warehouse building in <br />addition to the greenhouses, which are considered temporary buildings. <br />4. That on July 31, 1990, the City issued a Conditional Use Permit to the Subject Property to <br />expand the non - conforming greenhouse use, which was initiated in 1977, to increase the <br />size of the warehouse from 4,050 square feet to 8,910 square feet and add another 13,000 <br />square feet of greenhouse space. <br />5. That the Conditional Use Permit issued in 1990 establishes that a conditional use permit <br />amendment will be required for the any expansions or additions of permanent structures <br />relating to the greenhouse use. <br />6. That on October 13, 2000, the City received an application from the Applicant for an <br />amendment to the conditional use permit issued in 1990 to add a 528 square foot <br />permanent accessory structure to the greenhouse operation to house the boiler for the new <br />heating system. <br />7. That the exterior walls and roof of the proposed structure will consist of a rigid, <br />polycarbonate plastic like the greenhouses. <br />
