CASE # / <br /> <br /> TROTT BROOK GREENWAY <br />By: Mark Riverblood, Parks & Utilities Supervisor <br /> <br />I:lackground: <br /> <br />Since the late 198 O's the city has been pursuing land acquisition along Trott Brook because of its <br />significance as a relatively undisturbed natural resource corridor in Ramsey, and for trail <br />purposes. The acquisitions have been primarily through the Park Dedication process. To <br />supplement this endeavor, the city applied to the state for assistance. As the Commission may <br />recall, late in 2003, the city received a half million dollar ($500,000) grant fi.om the State of <br />Minnesota. The appropriation is from the Legislative Commission on Minnesota Resources <br />(LCMR), which are proceeds from the Environment and Natural Resources Trust Fund. These <br />reimbursement monies are to be used for conservation and trail easements within the Trott Brook <br />Corridor and are available until June 1st of 2006. <br /> <br />Un.d cr 'Resu It 2: Land acquisition', within the attached work plan is a detailed description of the <br />activity and processes related to this project. <br /> <br />Observations: <br /> <br />The purpose of this case is to apprize the Commission on the status of this project - and also to <br />describe in some detail the conservation and trail easement(s) that have been drafted. On April <br />12 th, 2005, City Council reviewed the draft easements. It was discussed that individual properties <br />would come before Council for approval - after the draft easements are crafted for the specific <br />properties. At that time any unique elements about the property or easements would be <br />discussed in detail. <br /> <br />Thc two types of draft easements mentioned are very similar - the difference being that one <br />allows public access (trails), and the other does not. <br /> <br />While elements of the easements pertaining to parks and trails have previously been before the <br />Commission, staff will highlight the various differences between the two draft documents at the <br />meeting.
