This will help future home owners to fully understand vghere ·they must stop man/curing their yard in <br /> order to protect the wetlands. The City is working on establishing a wetland buffer ordinance. Staff will be <br /> recommending that the development implement some of the seeding specifications published by MnDot <br /> within the no mow zone. <br /> <br />12. Traffic Generation Analysis. A traffic generation analysis for this project hast. been ordered.- The <br /> placement of counters in the field was postponed du~ to spring, break for.the local school district. This <br /> affected the delivery date for the report. <br /> <br />13. Drainage and Utility Easements. Wettands must be encumbered with a drainage, and utility easement, it <br /> appears that the preliminary plat complies with this requirement.·. <br /> <br />14. Density Transitioning. Along t~e northern boundary line of the su'bject property is an existing residential <br /> aeighb~rhood that is located outside of the MUSA boundary line. City Code requires density transitioning in <br /> this case. The preliminary plat is proposing to satisfy densit-7 transition with a combination of landscaping <br /> and a berm (see comments below). <br /> <br /> The landscaping plan, dated March 14, 2005, shows two rows of trees that span the length of the northern <br /> property line, consisting of forty-six (46) green ash, forty-seven (47) eyer~eens (hail Colorado blue spruce~' _ <br /> and half Black Hills spruce) and eight (8) showy mountain ash. The transition area north ofBiock 2 satisfies. <br /> the minimum number of required trees.- However, the remainder of the transition area (west of Radium St) <br /> shouid have at least ten (I0) more deciduous overstory trees and ten (10) more coniferous trees pltis about <br /> tbrty (40) ornamental trees. <br /> <br /> Plantings in this area. should be grouped or clustered instead of in two lhnes. This will g/~,e it a more natu~'al <br /> appearance plus create some more planting space' for additional trees. Some denser plantings should be <br /> fbcused behind Lot I Block 2, which does encroach into the transition area, to provide more of a buffer for <br /> thc prr>perty to the north. <br /> <br /> A ,greater mix of species needs to be used in the transition area, especially within 'the deciduous trees. Some <br /> additiotml possibilities include Black Walnut, Northern Catalpa, White Oak, Kentucky Coffeytree, <br /> American Elm, and Japanese Tree Lilac. This will help buffer against pests and/or pathogens (especially <br /> with the threat of Emerald Ash Borer) and all are also t0[erant of salt. . <br /> <br />16. Lan&soaping. The proposed development consists of single family homes and detached town-homes, whiclx <br /> have di~Terent laridscaping reqtiirements. The lots consisting of single family homes.are required to have <br /> two trees installed. Tl~e overall plantings shall inclfide not less than 25% coniferous or 25%.deciduous trees. <br /> Yhe pl[m shows that each of the single family .lots will have two (2) trees planted. Additionally, existing <br /> trees ,Mll be preserved on many of these lots. A planting schedule will need to be included for the single <br /> ~'amity tots to verify the species ~nd size of the planting stock. " <br /> <br /> The p,>rtion or" the de,/e~opment containing detached townhomes is required to install landscaping that will <br /> achieve a certain percentage o~' canopy cover. The proposed [andscapi_ng constitutes 43,590 square filet of <br /> <br />4~ <br /> <br /> <br />
