CONSIDER PARK AND TRAIL DEDICATION FOR <br />RUM RIVER ESTATES <br /> By: Leonard Linton, Civil Engineer II <br /> <br />CASE <br /> <br />Background: <br /> <br />National Growth has submitted the preliminary plat for Rum River Estates. The project <br />is at the north end of Potassium Street, which is unimproved. The existing street will need <br />to be improved to serve this development and the adjacent Shade Tree Cottages. The <br />Shade Tree Cottages project shows the proposed street improvements. This project is in <br />th.c Oak Recreation district. The Planning Commission case and exhibits are attached. <br /> <br />Observation: <br /> <br />The property is 10 acres in size. The applicant is proposing to develop 24 detached <br />townhomes on the site. The project is proposed to be processed as a Planned Unit <br />Development (PUD). The PUD is proposed to allow deviations fi:om the City <br />requirements for residential developments. <br /> <br />The site has wetlands which will be impacted by the development. The wetland <br />mitigation plan will need to be reviewed and approved by the Lower Rum River Water <br />Management Organization. <br /> <br />The preliminary plat does not show any park dedication. Open space is required under the <br />PUD requirements. <br /> <br />This site is bounded on the north by an existing urban neighborhood and on the east and <br />south by wetlands. A trail is shown on the plans connecting to open space at the east end <br />o f the site. There is potential for connection of a trail in the. northeast corner of the site <br />,.vhen the adjacent parcel redevelops. The proposed trail and gazebo area should be <br />covered with an easemen't for public use to facilitate this future connection. <br /> <br />Staff Recommendation: <br /> <br />The master park and trail plan does not show any proposed parks in this area. The <br />l{~cation of the wetlands on the site limits the available areas that could be dedicated as a <br />park. The project site is approximately equidistant fi:om Elmcrest Park and Alpine Park. <br />Construction of the trails and sidewalks proposed for Shade Tree Cottages and proposed <br />scgqncnts on the Master Trail plan will increase the connectivity between this projected <br />and the existing parks. <br /> <br />45 <br /> <br /> <br />
