CASE# <br /> <br />PRE-SIrdgTCH PLAN REVIEW FOR PULTE DEVELOPMENT WEST OF <br />ARMSTRONG BOULEVARD <br /> By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />Pulte Homes is acquiring 190 acres west of Armstrong BoUlevard. They are proposing a <br />mix of single family homes, townhomes, apartments and commercial development. They <br />have submitted several different sketches of the'proposed development to staff, however <br />they have not submitted an application to start the formal review process. This site is in <br />the Lake Itasca Recreation District. <br /> <br />Observation: <br /> <br />The property is inside the urban service area and zoned single family residential. The site <br />is adjacent to the proposed location an interchange on Highway 10 that will connect to <br />the Dayton-Ramsey Bridge. Armstrong Boulevard will be shirred west to align with the <br />ncw interchange. The City, County and State are currently meeting to define the needs for <br />right-of-way for the future improvements. The location of the right-of-way will impact <br />the layout of the site. <br /> <br />The Master Trail and Park plan shows a proposed park in the northwest comer of this <br />property. The Lake Itasca Recreation District has Lake Itasca Park and several small <br />unnamed neighborhood parks. The Links Golf Course and Northfork Home Owners <br />Association provide private open space in this district. Lake Itasca Park is a passive <br />~mtural style park. <br /> <br />The project is proposing 871 units, this is 1/3 of the units proposed for Ramsey Town <br />Center. The plans show 28 acres of upland open .space which is 15% of the total area. <br />Th/s is spread out over the site, the plans do not identify park space. They are proposing <br />a gross density of 4.6 Units per acre. Land dedication for 3.1 - 5.0 units per acre is 15%. <br />This would be 28 acres in park dedication. The developer may be looking to do the park <br />dedication entirely in cash, however noting that there are not many parks in this district it <br />is staff opinion that land must be dedicated for an active style park with this development. <br /> <br />Trails and walks are loosely defined on the sketch plan. A trail connection must be <br />provided between Ramsey Town Center and Lake Itasca Park in a green corridor. <br />Sidewalks or trails will be required along Alpine Drive, Bunker Lake Boulevard and new <br />Armstrong Boulevard. Sidewalks will also be required on both sides iof the primary <br />through street in all medium density neighborhoods on this plan. <br /> <br /> <br />
