Following the meeting, invitees were encouraged to submit written <br />comments on the plan <br />PRIORITIZATION, TARGETING AND MEASURING <br />Prioritization is a process of selecting natural resources in which to invest <br />limited staff and financial resources. While this process considers the <br />natural, recreational, and economic values of the resource as well as the <br />extent to which other entities were engaged in management, it is more a <br />matter of policy than science. <br />Targeting is a process of identifying actions that will result in the greatest <br />improvement to priority resources for the least investment of staff and <br />financial resources. Targeting is founded in rigorous scientific analysis. For <br />ACD, this analysis comes in the form of Subwatershed Retrofit Analyses <br />(SRAs), shoreland condition inventory and analysis, and feasibility studies. <br />Analyses such as these provide a ranked list of potential projects, their likely <br />benefit to a priority resource, and estimated installation costs. All analyses <br />are accessible through the AnokaSWCD.org projects tab. <br />Measuring outcomes can either by done using models or through <br />monitoring the physical, chemical, and/or biological characteristics of the <br />target resources. While modeling is useful to estimate project effectiveness <br />relative to other potential projects, if falls short when used as a means to <br />determine progress toward goals. Model accuracy is compromised not only <br />by the number and complexity of variables entered into it, but also by the <br />fact that natural resource quality is constantly being impacted by factors <br />9 <br />
