handbook; develop and administer a classification and compensation <br />plan <br />• Financial administration - prepare and maintain budgets; complete <br />timely bill payment and invoicing; collect accounts receivable; deposit <br />receipts; track financial activities; prepare monthly financial reports for <br />the Board and annual financial reports to the state; reconcile accounts, <br />administer payroll and benefits; coordinate annual financial audits <br />• Planning and reporting — prepare annual reports of activities; complete <br />pay equity reports every two years; update workload plans and budgets <br />regularly <br />• Clerical — process mail; maintain files per records retention schedule; <br />prepare and post official notifications and records of meetings <br />General Planning — Effective natural resource management requires both <br />cooperative planning with other agencies, as well as internal prioritization. <br />These efforts involve ACD staff, supervisors, other elected officials, and <br />other agencies. Comprehensive planning is completed every ten years with <br />annual plans completed each year. <br />Program Development — Program development activities include efforts <br />that increase program visibility, build mutually beneficial partnerships with <br />other entities, and secure new grants to fund projects and programs that <br />address the objectives identified by the Board of Supervisors. <br />Staff Development — The Board of Supervisors is committed to retaining <br />highly qualified staff by providing competitive wages, offering professional <br />development opportunities, and providing updated software and <br />technology. ACD is also committed to sharing expertise via staff cross - <br />training to ensure program continuity during staff turnover particularly with <br />highly technical proficiencies such as GIS, WinSLAMM, Vectorworks, and <br />Total Station Surveying. <br />Legislative Outreach — Engaging with, or encouraging others to engage <br />with, State Legislators to support funding or policies that benefit ACD <br />individually, or SWCD's collectively, falls under this category. This is limited <br />but must be tracked to ensure compliance with state statute. <br />Public Relations — Efforts to inform and engage the public, partners, and <br />civic leaders on the activities of ACD fall under this category.
