installed/implemented, ACD staff will provide updates to county <br />commissioners, state legislators, city officials and ACD supervisors via <br />direct email, e-newsletter, Facebook links, and blog links. <br />Day at the Capitol — In most years, ACD supervisors and staff spend time <br />visiting with legislators regarding natural resource issues in Anoka County. <br />During the legislative session in particular, ACD will often organize a Day <br />at the Capitol' whereby we meet with as many of our seventeen elected <br />representatives as possible to promote the highest priority issues of ACD. <br />The structure of this process may be modified but the commitment to <br />engage state legislators remains. <br />Outreach to Local Government Units — LGU officials and staff routinely <br />make important decisions about land use and land management that can <br />have lasting effects on natural resources. It is in the mutual interest of ACD <br />and LGUs to implement approaches that accommodate growth, minimize <br />capital investment, and efficiently deliver public services, while maintaining <br />the quality and quantity of water and other natural resources. ACD is <br />uniquely qualified to assist LGUs to consider natural resources during the <br />decision making process by providing updated monitoring and inventory <br />data, and by addressing inquiries about the often complex physical, <br />chemical, and biological natural resource interactions that may influence <br />LGU decisions. <br />ADJUSTMENTS IN AUTHORITIES AND PROGRAMS <br />ACD will support program changes, funding options, legislation, and local <br />ordinances that achieve the following: <br />• Operational and programmatic levy authority for SWCDs <br />• Groundwater conservation through mechanisms such as mandated <br />rain/soil moisture sensors on irrigation systems, private well regulation, <br />limits on lawn size, and plumbing code updates to allow gray water <br />segregation, reuse, and/or infiltration <br />• Reimbursement of fee schedule rates from state grants for SWCDs or <br />utilize grants that are performance -based or lump -sum contracts, not <br />based on actual expenses <br />• Funding for the long-term inspection and maintenance of BMPs <br />• Development of a technical approval authority training and certification <br />program by BWSR that doesn't rely on NRCS provided training and <br />oversight.
