Absent: None. <br />5.02: Public Hearing: Review Preliminary Plat for Garden View Villas (DC Townhomes); <br />Project #19-136 <br />Public Hearing <br />Chairperson Bauer called the public hearing to order at 7:10 p.m. <br />Presentation <br />Senior Planner McGuire Brigl presented the staff report stating staff recommends adoption of <br />Resolution #20-002 approving Preliminary Plat for Garden View Villas with the following <br />contingencies: updated Landscaping Plan, approval by City Attorney and City Engineer, and staff <br />approval of Architectural Plans. <br />Commissioner Anderson asked if the front of the home would face to the north towards the R-1 <br />PUD area. <br />Senior Planner McGuire Brigl replied that the homes will be built as standard homes with the <br />front of the home facing the driveway. <br />Councilmember Musgrove asked if the homes are built offsite in Minnesota. <br />Senior Planner McGuire Brigl commented that she believed the applicant has chosen a builder in <br />Wisconsin but noted that there are similar builders in Minnesota. <br />Commissioner VanScoy asked if additional landscaping is being requested because of the smaller <br />buffer zone. <br />Senior Planner McGuire Brigl stated that the City Code requires base landscaping and in addition <br />this would require density transitioning.
