CASE #: <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF KELLY ACRES; <br />CASE OF JOHN OSBORNE AND JERRY BELL <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />John Osborne and Jerry Bell have applied for sketch plan review to develop 6 single-family lots <br />on the property generally located on Tiger Street at 171st Avenue NW. The following items are <br />enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan - current and future phases <br />c) City Staff review letter dated April 15, 2005 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council has <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owa~ers within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The applicants are proposing to create 6 single-family lots on approximately 17 acres on Tiger <br />Street at 171st Avenue. The property is currently located in the R-1 Rural Developing district, <br />with a minimum density of 1 lot per 2.5 acres, or 0.4 units per acre. As submitted, the sketch plan <br />i.~; showing approximately 0.35 units per acre. Ail of the proposed lots meet R-1 Rural <br />Developing standards for lot width, size, and frontage on a public road, with the exception of Lot <br />2, Brock 3, which is slightly larger than is permitted. Density'and lot standards will be verified as <br />a part oF the preliminary plat review. <br /> <br />There are wetlands on the proposed plat that will need to be delineated and encumbered with <br />drainage and utility easements on the preliminary and final plats. The grading and drainage plan <br />will have to be reviewed and approved by the Lower Rum River Water Management <br />Organization (LRRWMO). <br /> <br />'l'he proposed lots will be served by a common septic system, constructed to hook up to <br />municipal sewer and water when and if they become available to the property. More details on <br />the common septic system will be required during preliminary plat review. <br /> <br />The sketch plan proposes to provide access to Tiger Street at 171st Avenue. An outlot is shown <br />fi>r a t'uture connection to the north; staff is recommending that a similar connect be provided to <br />the sol,th.
