CASE <br /> <br /> PUBLIC HEARING <br /> REQUEST FOR AN INTERIM USE PERMIT <br /> FOR OUTDOOR PAINTBALL ACTIVITIES; <br /> CASE OF FSL PAINTBALL ARENA <br />By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />ri'he City has received a request for an interim use permit from FSL Paintball Arena to establish <br />an outdoor paintball course on the property located at 6651 141st Ave NW. FSL Paintball Arena <br />currently operates an indoor paintball facility in the multi-tenant building and would like to offer <br />their clients the opportunity to PlaY on an outdoor paintball field. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Proposed site plan <br />c) Letter of intent from the Applicant <br />d) Picture of proposed site <br /> Proposed Findings of fact <br /> Proposed resolution to deny request <br /> <br />Notification: <br /> <br />in accordance with State statute, City Staff attempted to notify all owners of property within 350 <br />feet of the Subject Property of the request for an Interim Use Permit and public hearing. <br /> <br />Observations: <br /> <br />The property is zoned E-2 Employment and is located in one of Ramsey's Industrial Parks. <br />While commercial recreation is a permitted use. in this district, it is restricted to indoor activities <br />only. I:SL Paintball Arena is proposing to expand their business to offer customers the <br />oppor)~unity to play on an outdoor field. <br /> <br />Thc applicant is proposing to establish an outdoor paintball field that would be 100 feet by 150 <br />~i:et in size. The field would be located behind the multi-tenant building on an aggregate surface <br />and enclosed with industry standard, safety.compliant netting that is twenty (20) feet in height. <br />Thc netting would be affixed to twenty (20) foot tall telephone poles that would be placed at <br />twenty-five (25} foot intervals. The applicant has stated that within the playing field-area, <br />ini'latablc bunkers would be provided to create barricades for the players. The paintball course <br />will need to be changed frequently to provide variety to customers and therefore constructing <br />permanent structures will not provide FSL Paintball Arena the flexibility they desire for their <br />customers, l~ach night, the course would be disassembled and the netting partially lowered. <br /> <br /> <br />
