CASE <br /> <br />CONSIDER CITY MANAGER FORM OF GOVERNMENT <br /> By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />This item was discussed at the January 20, 2005 Charter Commission meeting. Rylee Retzer of the <br />League o t' Mirmesota Cities was present at the meeting and offered to put together some information <br />relating to this issue for the Charter to review. That information has been received and is included <br />with this cast:, Ms, Retzer also offered that Kevin Frazell of the League staff was extremely <br />knowledgeable about this subject and that we could request he make a presentation at a Charter <br />Commission meeting. Mr. Norman has since spoken with Kevin Frazell and he is agreeable to that. <br />The Commission also requested that Jim Norman be invited to attend the Charter Commission <br />meeting fi)r questions relating to City Manager versus City Administrator form of government. <br />Am)ther suggestion by the Commission was that Mr. Bob Kirehner be asked to make a presentation <br />on this subject also. <br /> <br />Staff has contacted Mr. Kevin Frazell and he is available on Thursday night. He stated he will make <br />a short presentation, tbllowed by a question and answer period. He indicated he may also invite <br />Rylee Retzer to this meeting. Mr. Norman will also be present. Staff has not yet contacted Mr. <br />Kirchner. Because representatives from the League are available to us and because Mr. Norman <br />will be present, staff will wait l'or further direction whether or not it is necessary to contact Mr. <br />Kirchner to come to a subsequent meeting for discussion of this same subject. <br /> <br />Attach men ts: <br /> <br />I. Part Ill Personnel Management - Chapter 8: City Administrative Staff <br /> <br />During thc discussion of this subject at the January 20th meeting, it was pointed out that a lot of the <br />members on the current City Council are new and have not been privy to conversations with the <br />Charter relating to Manager versus Administrator form of government. It was suggested that the <br />current (iouncil be invited to discuss this with the Charter Commission also.
