• <br />17. That the 1999 Plan guides the Subject Property to be zoned as Urban Rural Residential <br />Transition. The purpose of the Urban Rural Residential Zone is to place greater emphasis on <br />ensuring compatibility between future urban housing and existing rural residential <br />developments. • <br />18. The proposed rezoning may be in compliance with the 1993 Comprehensive Plan amendment <br />although the adjacent properties to the west, north, and east were developed on one -acre and <br />larger lots prior to inclusion in the MUSA and are served by private septic systems and wells. <br />19. That the City of Ramsey has spent the last several years and substantial funds to update the <br />City's Comprehensive Plan as directed by the State of Minnesota, the plan is currently under <br />review at the Metropolitan Council. Chapter 9 of the Ramsey City Code is also being <br />rewritten to coordinate with the new Comprehensive Plan. <br />20. That residents living in the adjacent surrounding properties have testified to developer <br />promises of development of homes on lot sizes similar to their own on lots of one acre or <br />more on the subject property. <br />21. That the residents have testified that the original unapproved preliminary plat of the subject <br />property and proposed subdivision of the subject property into one -acre lots. <br />22. That the City Charter restricts higher density neighborhood traffic from exiting through <br />adjoining lower density neighborhoods <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Connolly, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Gamec <br />Councilmember Zimmerman <br />Councilmember Connolly <br />Councilmember Anderson <br />Councilmember Hendriksen <br />and the following voted against the same: <br />None <br />and the following abstained: <br />None <br />and the following were absent: <br />None <br />RESOLUTION #00 -09 -232 <br />Page 3 of 4 <br />
