CC Regular Session 5. 7. <br />Meeting Date: 03/24/2020 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title: <br />Adopt Resolution #20-056 Approving Riverstone Preliminary Plat Extension <br />Purpose/Background: <br />The purpose of this case is to review a proposal from Capstone, LLC (the "Applicant") to extend the Riverstone <br />Preliminary Plat (the "Project") three (3) years. <br />Notification: <br />No notification is required to extend a preliminary plat; however, there has been significant notification of this <br />project both at time of revision of preliminary plat (notice sent to property owners within 700 feet of the site), as <br />well as an open house in late 2019, and notice sent for Riverstone 4th Addition Final Plat (most recently). <br />Observations/Alternatives: <br />Summary <br />This was a request that was submitted with the revised preliminary plat previously approved by the City Council in <br />early 2020, but was errantly left off of the preliminary plat resolution. Preliminary plat approvals are valid for one <br />(1) year, and with previous Riverstone approvals, staff has brought back forward for extensions each year. The <br />project is well underway, and was recently approved for its 4th Addition. In order to reduce the number of <br />individual extensions and approvals for this project, Staff and the Applicant are in favor of a three (3) year extension. <br />The Applicant will still be required to bring forward any final plat (or phase) for City Council approval. This <br />approval would lock in the preliminary plat approved by City Council in February 2020 for three (3) years. This <br />preliminary plat approval included 267 detached units, and the removal of attached 4 unit townhome buildings, <br />which were replaced by less dense detached products. <br />Alternatives <br />Alternative 1: Adopt Resolution #20-056 and extend the preliminary plat approval for three (3) years. This is a <br />typical request with a subdivision of this scale. Riverstone Addition contains 267 units and is a phased development <br />project. Typically, developers will phase developments that are this large in order to build a reasonable number of <br />homes and sell those homes as they build. Riverstone is on its 4th Addition at this time. Extending the preliminary <br />plat will still require that the Applicant comes forward with Final Plat plans for approval at each future stage, but <br />will create a more efficient process overall so that the preliminary plat does not need to be extended after each year. <br />Staff is supportive of this alternative. <br />Alternative 1: Deny Resolution #20-056. As noted above, this is typical request with a phased development project <br />of this scale. This is a reasonable request for this project, and staff is supportive of the request to improve <br />efficiencies in the future and present final plat plans. Denial of the resolution will not halt the project, but will <br />require that the preliminary plat is extended in another year, or with a future phase of development. Staff is not <br />supportive of this alternative. <br />Funding Source: <br />
