2. INTRODUCTION <br />2.1 Authorization <br />Preparation of this feasibility report was authorized by the Ramsey City Council on February 24, <br />2020. <br />2.2 Project Overview <br />This project is designated as City Improvement Project #20-04, Puma Street Improvements (150th <br />Lane NW to Alpine Drive NW). <br />Capstone Homes plans to start developing the north half of the Riverstone residential development <br />in the spring of 2020. To support this proposed development west of Puma Street, as well as <br />another proposed residential development east of Puma Street, approximately 1,050 feet of Puma <br />Street and an adjacent regional trail south of Alpine Drive must be reconstructed to replace existing <br />temporary bituminous pavement sections with permanent bituminous pavement sections, <br />including concrete curb and gutter, storm sewer, and associated appurtenant improvements. In <br />addition, municipal trunk utilities must be extended. Appendix A includes exhibits outlining the <br />location and scope of these improvements. <br />This report explores the necessity, feasibility and cost-effectiveness of the proposed Puma Street <br />improvements, including the scope and estimated costs of the improvements, available funding <br />sources, and whether the improvements should be completed alone or in connection with other <br />improvements. <br />2.3 Scope <br />This report examines the feasibility of reconstructing existing temporary bituminous street and <br />trail sections along approximately 1,050 feet of Puma Street south of Alpine Drive NW, <br />constructing storm sewer improvements, extending trunk municipal utilities, and constructing <br />necessary appurtenant improvements, for the purpose of serving the two new residential <br />developments.
