CC Regular Session 5. 6. <br />Meeting Date: 03/24/2020 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Adopt Resolution 1t20 011 Accepting Feasibility Report for Amended 2020 Overlay Improvements, Improvement <br />Project #20 02A Please Note: this Consent Item was moved to the Regular Agenda to be considered as Item 7.3. <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #20-044 accepting the Feasibility Report for proposed Amended <br />2020 Overlay Improvements, Improvement Project #20-02A. <br />Background: <br />On December 10, 2019, the City Council ordered Staff to prepare a Feasibility Report to explore proposed mill and <br />overlay improvements to streets in the Klemish and Flores, Sunfish Square, and Windemere Woods neighborhoods <br />in 2020 per the 2020 — 2029 Capital Improvement Program (CIP). This was designated as City Improvement <br />Project #20-02. In summary, the proposed improvements were not found to be feasible or cost-effective from an <br />engineering standpoint and Staff recommended not completing such improvements in 2020. Instead, Staff <br />recommended reconstructing the streets using full -depth reclamation improvements after their PASER ratings fall <br />to a rating of 3 or less. <br />On February 24, 2020, the City Council accepted Staff's conclusions and recommendations and ordered a new <br />Feasibility Report for amended 2020 mill and overlay improvements, designated as City Improvement Project <br />#20-02A. This project proposes to complete 2-inch bituminous pavement mill and overlay improvements, and other <br />associated appurtenant improvements, to 2.82 miles of public street segments located in the residential <br />neighborhoods of Regency Pond 1st, 2nd and 3rd Additions, as well as in Business Park 95 1st, 2nd, 5th and 7th <br />Additions. These streets were proposed to receive bituminous pavement overlay improvements in 2022 and 2024 <br />respectively per the 2020 - 2029 Capital Improvement Program (CIP). Based on City records and observed <br />pavement conditions, Staff felt these streets would support 2-inch mill and overlay improvements in 2020. <br />On March 2, 2020, WSB and Associates extracted pavement cores from each of the street segments for the purpose <br />of verifying that the thickness and structural capacity of the existing pavement sections would support 2-inch mill <br />and overlay improvements. Unfortunately, the cores revealed that the pavement on a majority of the street segments <br />is either too thin, or is in such poor condition, that 2-inch mill and overlay improvements would not be feasible or <br />cost-effective. <br />A copy of the final Feasibility Report is attached to this case. A copy of WSB's pavement forensics report, <br />including the locations and pictures of the pavement cores, is included in Appendix D of the Feasibility Report. <br />On March 16, 2020, Staff presented this information to the Public Works Committee. After a brief discussion, the <br />Committee unanimously supported Staff's conclusions and recommendations that the proposed Amended 2020 <br />Pavement Overlay Improvements are not feasible or cost-effective from an engineering standpoint, that the <br />improvements as proposed should not be completed in 2020, and that additional streets should not be evaluated for <br />2020 mill and overlay improvements. <br />Notification: <br />
