5. CONCLUSIONS AND RECOMMENDATIONS <br />Based on the attached pavement forensics report findings, it is not feasible to mill and overlay a <br />majority of the existing pavement. <br />Additionally, if other street segments were to be evaluated and found to be able to support mill <br />and overlay improvements in 2020, the earliest another amended mill and overlay project using <br />special assessments as a funding source could realistically be bid would be late June or early July, <br />meaning a contract would not be awarded until the middle of August. Evaluating additional streets <br />for mill and overlay improvements in 2020 would also cause further delays in the delivery of the <br />Variolite Street reconstruction project. <br />Also, considering that the City is not committed to a long-term funding source for pavement <br />management program (PMP) projects at this time, levying additional assessments could <br />complicate future discussions and decisions related to optional PMP funding sources. <br />City Staff therefore concludes that the proposed improvements are not feasible or cost-effective <br />from an engineering standpoint, and recommends that the Amended 2020 Pavement Overlay <br />Improvements as proposed within this Feasibility Report not be completed in 2020.
