Stat. §469.124, et. seq. (the "Development District Act ") the
City has established Development District No. 1 (the "Development District ") by resolution duly
adopted, and subsequent resolutions, the City adopted the Development Program and approved
creation of the Development District in order to carry out the Development Program; and
RESOLUTION # 00 -06 -162
